MEETING DATE: June 2, 2025
SUBJECT:

Senior Transportation “Get Around” Program — Agreement
RECOMMENDATION:

Adopt a Resolution to approve an alternative purchasing procedure for an agreement with Serra Yellow Cab of Daly City, Inc. for the Senior Transportation “Get Around” program up to the amount of $250,000 for fiscal year 2025-26, with two (2) one (1) year extensions, July 1, 2026-June 30, 2027 and July 1, 2027-June 30, 2028 for $250,000 each year, for a total not to exceed amount of $750,000 for three years; and authorize the Director of Parks and Recreation to execute the agreement in substantially the form presented.

BACKGROUND:

The Senior Transportation “Get Around” program has been facilitated by the Parks and Recreation Department since January 1, 2018. Currently there are 1,699 San Mateo seniors signed up for the program, up 70% from 2022. From January 1, 2024-December 31, 2024, 8,065 one-way rides were provided, up 198% from 2022. The current transportation vendor, Serra Yellow Cab of Daly City, Inc., provides on-demand transportation services for qualified City of San Mateo residents aged 60 and over. Each month a rider is eligible for eight (8) one-way trips or four (4) roundtrips to destinations within the cities of San Mateo, Burlingame, Foster City, Belmont, Hillsborough, San Carlos and Redwood City. Additional locations outside of the cities listed include the Veterans' Hospitals in Menlo Park and Palo Alto and Stanford University Medical Centers. All rides must begin or end in the City of San Mateo.

Serra Yellow Cab of Daly City, Inc. was selected as the current transportation vendor as they are equipped to service the demands of the local senior population. Their fleet consists of 60 cabs, of which approximately 15 percent are wheelchair and scooter accessible vans. They provide overflow transportation services to the SamTrans "Ready Wheels" program, which requires their staff to be trained to handle the needs of passengers with disabilities. All Serra Yellow Cab of Daly City, Inc. vehicles are equipped with "Cab Connect" tracking system that accurately track the start and end of travel locations, distance traveled and the necessary billing information. Serra Yellow Cab of Daly City, Inc. is the only cab company that has a permit to operate in San Mateo with the capacity to manage the current scale of the “Get Around” program.

Per the City's purchasing ordinance (3.60.050) exceptions (b), it is possible to award an agreement without the required RFP (Request for Proposal) procedure if it is deemed impracticable, unavailing, or impossible to call for bids through a competitive process. Staff has determined that the program has grown significantly over the past few years, and the current provider is the only transportation entity that has the fleet size and necessary training to meet the program requirements.

BUDGET IMPACT:

Funds from Measure S and the C/Cag Lifeline Transportation Grant offset the expenditures incumbered for this program.

CITY OF SAN MATEO
ENVIRONMENTAL DETERMINATION:

This agreement is exempt from CEQA because it can be seen with certainty that the proposed transportation services will not have a significant effect on the environment. (CEQA Guidelines Section 15061(b)(3)).

NOTICE PROVIDED
All meeting noticing requirements were met.
