CITY OF SAN MATEO
RESOLUTION NO. ____ (2025)
APPROVING ALTERNATIVE PURCHASING PROCEDURE FOR AN AGREEMENT WITH SERRA YELLOW CAB OF DALY CITY, INC. FOR “GET AROUND” SENIORS TRANSPORTATION PROGRAM WHEREAS, the City of San Mateo “Get Around” Program (“Program”) for seniors’ transportation has been operated by the Parks and Recreation Department since January 1, 2018; and WHEREAS, the Program has 1,699 San Mateo seniors who took a total of 8,065 low-cost rides in 2024; and
WHEREAS, the competitive process required by the Purchasing Policy for Professional Services over $100,000 is unavailing because Serra Yellow Cab of Daly City, Inc. is the only business that can meet the program demand; Serra Yellow Cab of Daly City, Inc. provides this service for all cities in San Mateo County, except Pacifica, with 60 vehicles in operation; and
WHEREAS, Municipal Code Section 3.60.050(b) provides that exceptions to the City Council Award Procedures are possible if the Council makes finding concurrent with the award that calling for bids for that agreement is impracticable, unavailing, or impossible.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SAN MATEO, CALIFORNIA, HEREBY FINDS that:
1. This agreement is exempt from CEQA because it can be seen with certainty that the proposed transportation services will not have a significant effect on the environment. (CEQA Guidelines Section 15061(b)(3)).
2. Pursuant to Municipal Code Section 3.60.050(b), calling for bids would be impracticable, unavailing, or impossible because Serra Yellow Cab of Daly City, Inc. is the largest known provider of comparable services and is currently engaged in the successful delivery of the required services for San Mateo seniors.
