SUBJECT:

Poplar Creek Golf Course Well Drilling Project — Contract Approval RECOMMENDATION:

Adopt a Resolution authorizing a transfer of $215,423 from the Golf Course Upgrades FY 18-19 Project (618280) to the Golf Course Well Drilling Project (618278) for a total project budget of $718,794. Award a contract to GeoCon Consultants, Inc. in the amount of $511,000; establish a 15 percent contingency reserve of $76,650 for a total amount not to exceed $587,650; authorize the Director of Parks and Recreation to execute the contract in substantially the form presented and issue change orders up to the contingency amount.

BACKGROUND:

Poplar Creek Golf Course has one operational well to irrigate the majority of the 105-acre golf course. In years past, this irrigation well has been temporarily inoperable due to various issues related to its aging infrastructure. The well casing and the submersible pump have been repaired multiple times over the past several years. The well is 25 years old and is no longer producing the amount of water to maintain operational needs. The well was installed in 1999 and was confirmed to produce 452 gallons per minute (GPM). Currently, the well is only producing 80-100 GPM. Any loss of turf would be expensive to replace and would negatively impact the guest experience on the course. Drilling a second well would be beneficial, as it would ensure a reliable source of water to meet our operational needs effectively. The existing irrigation system pumps the water from these ponds out to the golf course.

The Parks and Recreation Department, with assistance from the Public Works Department, released a request for proposals (RFP) in July 2024 and received three proposals:
• GeoCon Consultants, Inc. - $511,000
• Luhdorff & Scalmanini Consulting Engineers - $729,772 • Arsenal Well Drilling, Inc. - Incomplete Bid
The recommendation is to award GeoCon Consultants, Inc. (GeoCon) the contract to provide consulting services and install the irrigation well. The above quote from GeoCon Consultants, Inc. does not include the installation cost of the above ground infrastructure to move the water from the well into the onsite retention ponds or the well pump electrical connections which are required for this project. These portions of the project are considered general construction, and staff will solicit bids for this work separately.

GeoCon Consultants, Inc. submitted the proposal with the lowest cost and after conducting interviews, staff determined GeoCon provided the best comprehensive package. Staff recommends awarding the well drilling contract to GeoCon Consultants, Inc.

BUDGET IMPACT:

The well drilling capital improvement project #618278 has a budget of $503,371. With the transfer of $215,423 from the Golf Course Upgrades 2018-19 project #618280, there will be sufficient funding for this project.

ENVIRONMENTAL DETERMINATION:

This award of contract is not a project subject to CEQA because it can be seen with certainty that it will not cause a physical change in the environment. (Public Resources Code Section 21065). In accordance with CEQA Guidelines Section 15304, the underlying project of drilling a well is categorically exempt from CEQA because it results in a minor alteration of land. The onsite retention ponds, which serve the irrigation system, will remain the same size during this project. The new irrigation well will not exceed the previously approved water withdrawal from the aquifer. It will only draw the amount of water needed to maintain the levels in the retention ponds.
