Public Use Easement Dedication Acceptance for Property Located at 200 N. Quebec Street – Adoption RECOMMENDATION:
Adopt a Resolution to accept the grant of public use easement for pedestrian and vehicular parking access along Monte Diablo Avenue for the property located at 200 N. Quebec Street in substantially the form presented.
BACKGROUND:
Guy Fong (herein referred to as the “Applicant”) on November 11, 2023, submitted planning application PA-2023-075 with the Planning Division for a Special Use Permit for property located at 200 N Quebec Street to allow a community service use for a basketball training facility (collectively referred to as “Project”) in the City of San Mateo (“City”). The planning application was entitled under Resolution No. 2 (2025) by the Planning Commission at a regular meeting held on February 25, 2025.
The planning application approval was conditioned upon the dedication of an easement for pedestrian and vehicular parking access along Monte Diablo Avenue. The Project’s public improvements include installation of seven parking stalls and realigning the pedestrian sidewalk access. Four of the seven parking stalls will be dedicated for public use, and the remaining three are reserved for private use to satisfy the Project’s parking requirements. A portion of the proposed parking stalls extends into the Project’s property from the Public Right-of-Way, and the existing sidewalk will be relocated onsite. The total easement to be dedicated contains approximately 1,145 square feet by extending 11.66 ft into the Project property from the Public Right-of-Way along the Monte Diablo Avenue frontage.
BUDGET IMPACT:
All staff costs associated with review and approval of this easement dedication is paid for by the Applicant through permit fees based on the current Master Fee Schedule.
ENVIRONMENTAL DETERMINATION:
The acceptance of this easement dedication is not a project for CEQA because it can be seen with certainty that it will not cause a physical change in the environment (Public Resources Code 21065.)
