FROM: Alex Khojikian, City Manager
PREPARED BY: Public Works Department
MEETING DATE: June 16 th, 2025
SUBJECT:
Wastewater Treatment Plant Supervisory Control and Data Acquisition Monitoring and Upgrade Project – Contract Change Order
RECOMMENDATION:
Approve Contract Change Order #3 with Technology Management Professionals dba TMPros, LLC in the amount of $156,864 to monitor and maintain the Supervisory Control and Data Acquisition Network at the Wastewater Treatment Plant for a revised total contract amount of $485,408; extend the term through June 30, 2026; establish a contingency amount of $20,000; and authorize the Public Works Director to execute the contract in substantially the form presented and issue change orders up to the contingency amount.
Background:
The Wastewater Treatment Plant (WWTP) uses a Supervisory Control and Data Acquisition (SCADA) network to remotely monitor and control equipment and processes at the WWTP, Dale Avenue Pump Station, and throughout the sewer collection system. The system is critical to maintain the operation of these facilities and the network must be monitored and maintained as necessary. Technology Management Professionals dba TMPros, LLC (TMPros) has demonstrated the competency to monitor, patch, and maintain the WWTP’s network on which the SCADA system operates.
In June 2023, Council approved an agreement with TMPros for $174,140. In June 2024, Contract Change Order #1 was executed to extend the contract term through July 2025. In July 2024, Contract Change Order #2 was executed to increase the contract amount by $154,404 for a revised total contract amount of $328,544.
As part of the Clean Water Program, WWTP staff are currently designing and configuring the SCADA system and network for the new wastewater treatment facility. The project upgrade will integrate SCADA systems between the existing WWTP and the new wastewater treatment facility. Staff recommends approving the contract change order with TMPros because they are already in the process of integrating the SCADA network system and assisting with the network design for the new facility, which has been delayed into next fiscal year.
BUDGET IMPACT:
Funding for these services is budgeted in the WWTP Maintenance operating budget. Pending approval and adoption of the FY 2025-26 budget, sufficient funding will be available to cover the cost of this contract change order.
