PREPARED BY: Public Works Department
MEETING DATE: June 16, 2025
SUBJECT:
Wastewater Treatment Plant Grit, Rag, and Scum Hauling and Disposal — Agreement RECOMMENDATION:
Approve an agreement with Compactor Management Company LLC, for Wastewater Treatment Plant grit, rag, and scum hauling and disposal in the amount of $160,300; establish a contingency reserve in the amount of $40,000; and authorize the Public Works Director to execute the agreement in substantially the form presented and issue amendments within the contingency reserve.
BACKGROUND:
The Wastewater Treatment Plant (WWTP) requires hauling and disposal of grit, rags, and scum on a regular basis that is essential to maintain normal operations. This contract will provide for the removal of an estimated 1,400 tons of material with 140 hauls of solids over 36 months.
In accordance with Municipal Code section 3.60.030, a competitive public process was used to obtain bids for this service.
Specifications and a Notice Inviting Sealed Bids were published in April 2025. One bid was received and opened on May 8, 2025, with the following result:
Bid AmountContractor
Per Ton Trip Total
Compactor Management Company LLC $66 $485 $160,300 Staff reviewed the single bid and recommended the agreement be awarded to Compactor Management Company LLC. The term of the contract is 36 months, and the price is to remain firm for the entire 36-month period.
Staff recommends establishing a contingency of $40,000 to allow for any fluctuations in the amount of grit, rags, and scum to be hauled and disposed of as the WWTP operations will be transitioning to starting the new facilities once they are commissioned.
BUDGET IMPACT:
Funding for these services is budgeted annually in the WWTP operating budget. Pending approval and adoption of the Fiscal Year 2025-26 operation budget, sufficient funding will be available to award this agreement and establish the requested contingency.
