FROM: Alex Khojikian, City Manager
PREPARED BY: Public Works Department
MEETING DATE: June 16, 2025
SUBJECT:

Humboldt Street Paving with the City of Burlingame – Cost Sharing Agreement RECOMMENDATION:

Approve a Cost Sharing Agreement with the City of Burlingame for the Paving of Humboldt Street in conjunction with Burlingame’s 2025 Street Resurfacing Project; and authorize the City Manager to execute the agreement in substantially the form presented.

BACKGROUND:

Both the City of San Mateo and the City of Burlingame administer pavement management programs and construct annual pavement rehabilitation projects. The City of Burlingame has selected North Humboldt Street, between Peninsula Avenue and Amphlett Boulevard, as part of its 2025 Street Resurfacing Project. The city limit between the two cities lies within the center of the roadway in this portion of Humboldt Street. This joint effort aligns with both cities’ goals to leverage resources, promote regional cooperation, and improve infrastructure in a fiscally responsible manner.

This Cost Sharing Agreement will provide the City of Burlingame funds to include the City of San Mateo’s portion of Humboldt Street for pavement rehabilitation as part of their 2025 street resurfacing project. The agreement proposes that the City of Burlingame will serve as the lead agency for project delivery, including design, bidding, construction management, and inspection. The estimated fiscal obligation for the City of San Mateo is $150,000. This amount will be funded from the Citywide Street Rehabilitation Program budget.

BUDGET IMPACT:

Sufficient funds are available in the Citywide Street Rehabilitation Program (469997) to fund this agreement.

ENVIRONMENTAL DETERMINATION:

Approval of this Cost Sharing Agreement is categorically exempt from CEQA, because the underlying project within the City of San Mateo consists of the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of existing or former use. (CEQA Guidelines Section 15301.)
