FROM: Alex Khojikian, City Manager
PREPARED BY: Parks and Recreation Department
MEETING DATE: June 16, 2025
SUBJECT:

Citywide Median Island Mulching — Agreement
RECOMMENDATION:

Approve an agreement with JetMulch, Inc., for the application of mulch to 153 median islands in the amount of $326,727; authorize a 10 percent contingency of $32,627, for a total amount not to exceed $359,354; and authorize the Director of Parks and Recreation to execute the agreement in substantially the form presented and issue change orders within the contingency amount.

BACKGROUND:

The City of San Mateo has 411 medians, islands, and rights-of-way. Staff identified 153 medians in need of mulching, primarily to reduce weed growth and dependence on herbicides for weed control. Additionally, mulching improves moisture retention, which supports plant survival and helps prevent soil erosion.

On April 7, 2025, staff issued a request for proposals to provide mulch for medians throughout the City including: 59 priority one and 94 second priority medians. Staff received a total of two proposals from JetMulch and West Coast Arborist. Staff evaluated the proposals based on the firms' understanding of the work involved, prior experience with similar work, quality and technical ability of the proposed staff, and the per unit price. Staff recommends awarding an agreement to JetMulch due to the quality and price of their proposal. The selected vendor, JetMulch, meets the requirements of SB1383.

The initial agreement term is through January 30, 2026. Work is to be billed on a “per island” unit basis, which is $2,135.47.

BUDGET IMPACT:

There are sufficient funds for this work in the Tree Planting Project (#610008).

ENVIRONMENTAL DETERMINATION:

This project is exempt from CEQA because it can be seen with certainty that the application of mulch will not have a significant effect on the environment. (CEQA Guidelines Section 15061(b)(3)).

All meeting noticing requirements were met.
