FROM: Alex Khojikian, City Manager
PREPARED BY: Human Resources Department
MEETING DATE: June 16, 2025
SUBJECT:

Police Digital Forensic Analyst Classification and Reclassification — Approval RECOMMENDATION:

Adopt a Resolution to approve the job specification and salary range for the new classification Police Digital Forensic Analyst and reclassify the incumbent in the Police Digital Forensic Specialist position to Police Digital Forensic Analyst.

BACKGROUND:

The Police Department requested that a classification study be conducted for the employee holding the Police Digital Forensic Specialist position, as the position had evolved. A third-party consultant conducted the study and recommended that the position Police Digital Forensic Specialist be changed to Police Digital Forensic Analyst, the job description be revised to ensure that it is accurate and reflects the duties currently being performed by the employee in the position, and the salary range of the Police Digital Forensic Analyst be equivalent to the Police Evidence Analyst at an annual rate of $111,650.75 - $133,145.65. Additionally, a third-party consultant was hired to analyze whether the Police Digital Forensic Analyst position is exempt from Fair Labor Standards Act (FLSA) overtime requirements and the recommendation was to classify the position as FLSA non-exempt.

The Police Department and Human Resources support the recommendations made by the consultants. Consequently, the Police Department requests approval to update the job specification for the classification of Police Digital Forensic Specialist to accurately reflect the duties of the incumbent, create a new FLSA non-exempt classification Police Digital Forensic Analyst, establish the salary range for the new classification at $111,650.75 - $133,145.65 annually, and reclassify the incumbent in the Police Digital Forensic Specialist position to Police Digital Forensic Analyst.

BUDGET IMPACT:

The salary range increase for the Police Digital Forensic Analyst classification will result in an additional cost of approximately $25,000 to the General Fund. There is only one (1) funded position. For the remainder of Fiscal Year 2024- 25 the additional costs are immaterial and can be accommodated in the Police Department‘s operating budget. This new position will be incorporated into all future budgets.

ENVIRONMENTAL DETERMINATION:

These classification updates are not subject to CEQA, because it is a government fiscal activity which does not involve any commitment to any specific project which may result in a potentially significant physical impact on the environment. (CEQA Guidelines Section 15378(b)(4).)
