RESOLUTION NO. ____ (2025)
APPROPRIATING FUNDS FOR THE OPERATION OF THE WORKER RESOURCE CENTER AND LEASE FOR COMMERCIAL SPACE AT 171 NORTH AMPHLETT BOULEVARD WHEREAS, since 2003 to the present, Samaritan House has operated the San Mateo Worker Resource Center (WRC), a facility that connects day laborers in the City with potential employers; and WHEREAS, the City supports the WRC via an operations agreement with Samaritan House and provides the facility out of which the WRC is operated; and
WHEREAS, the City and Samaritan House agree to continue operating the WRC for an additional three- year term (July 1, 2025 through June 30, 2028) with a City contribution of $195,000 per year, for a total cost of $585,000 for three years; and
WHEREAS, on August 4, 2020, the City Council approved a one-year lease (Lease) of the commercial space located at 171 North Amphlett Boulevard (171 N. Amphlett), and the Lease contained an option to extend the Lease Term for up to three additional twelve-month periods, with an increase in the monthly rent of three- percent per twelve-month period; and
WHEREAS, the Parties to the Lease agreed to extend the Lease Term in 2021, 2022 and 2023; and WHEREAS, on August 8, 2024, the Parties to the Lease agreed to extend the Lease for an additional one- year term in a First Amendment per City Council Resolution No. 74 (2024); and WHEREAS, the Parties to the Lease agree to sign a Second Amendment to Lease to extend the term for a period of three years, from September 1, 2025 to August 31, 2028, with a monthly rental rate of $5,627.54 for the first year and a three-percent annual increase for the second and third years of the Lease; and WHEREAS, the facility at 171 N. Amphlett also requires payment of common area maintenance fees of $577 per month, subject to an approximate three percent annual increase; payment of trash collection fees to Recology of approximately $1,190 per month; and miscellaneous maintenance costs of approximately $1,000 per year; and
WHEREAS, the total costs to lease the facility at 171 N. Amphlett, with the associated fees and maintenance costs, for a three-year period are estimated to be $279,900; and WHEREAS, the Operations Agreement with Samaritan House will cost $195,000 per year, for a total of $585,000 for the three-year term; and
WHEREAS, the total cost to operate the WRC, including the Operations Agreement, Lease, common area maintenance, trash collection and miscellaneous maintenance, is estimated to be $864,900 for the three-year term.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SAN MATEO, CALIFORNIA, HEREBY RESOLVES that:
1. This fund appropriation is not a project subject to CEQA because it is an organizational or administrative activity that will not impact the environment (CEQA Guidelines Section 15378(b)(5)). 1 2

2 2. The appropriation of $279,900 from the General Fund (Fund 100) to pay the monthly rent and associated costs for the facility at 171 N. Amphlett for three years is approved.
3. The appropriation of $495,000 from the General Fund (Fund 100) and $90,000 from the Housing Set-Aside Fund (Fund 130), for a total appropriation of $585,000 to pay Operations Agreement with Samaritan House to operate of the Worker Resource Center for a three-year term is approved.
4. The total appropriation to support the Worker Resource Center for the next three-year term is $864,900.
