RESOLUTION NO. ____ (2025)
APPROPRIATION OF FUNDS FOR TASKS AND TECHNICAL SUPPORT RELATED TO THE COMPREHENSIVE ZONING
CODE UPDATE
WHEREAS, on March 18 2024, the City Council adopted Strive San Mateo General Plan 2040; and
WHEREAS, a comprehensive update of the City’s Zoning Code (Municipal Code Title 27) is necessary in order to implement the goals, policy and vision of General Plan 2040; and WHEREAS, in March 2025, a Request for Proposals (RFP) for a Comprehensive Zoning Code Update to Implement General Plan 2040 from qualified technical planning consultants was issued; and WHEREAS, in May 2025, following a review of proposals and follow-up interviews, staff identified the proposal from PlaceWorks as being the best suited to support the City’s Comprehensive Zoning Code Update project; and
WHEREAS, the proposal from PlaceWorks to support the Comprehensive Zoning Code Update project is for an amount of $842,587; and
WHEREAS, a 10% contingency, in the amount of $84,259, is included in the event that additional services are required during the course of the project.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SAN MATEO, CALIFORNIA, HEREBY RESOLVES that:
1. This fund appropriation is not a project of CEQA because it is an organizational or administrative activity that will not impact the environment (CEQA Guidelines Section 15378(b)(5).
2. The appropriation of $926,846 from the Advance Planning Fund (Fund 225) to the Comprehensive Zoning Code Update project is approved.
