8 CITY OF SAN MATEO
RESOLUTION NO. ____ (2025)
APPROVING AN AGREEMENT WITH GEA MECHANICAL EQUIPMENT US, INC.
FOR CENTRIFUGE PARTS, SERVICE, AND REPAIRS SERVICES
WHEREAS, the City’s Wastewater Treatment Plant (WWTP) has three centrifuges to remove water from digested solids as part of the wastewater treatment process; and WHEREAS, these GEA/WESTFALIA brand centrifuges need to be maintained and serviced to avoid the stoppage of the wastewater treatment plant; and
WHEREAS, one centrifuge is currently inoperable, and the remaining two need major service or regular service; and
WHEREAS, one of the centrifuge units is still covered by the manufacturer’s warranty which requires service to be performed by factory-trained technicians; and WHEREAS, GEA Mechanical Equipment US, Inc. (GEA) provides maintenance and service to GEA/WESTFALIA manufactured centrifuges; and
WHEREAS, GEA provides factory-trained technicians to complete service and repairs; and WHEREAS, treatment plant staff have previously used third-party companies other than the GEA to perform service with unsatisfactory results; and
WHEREAS, in accordance with Municipal Code section 3.60.050(b) agreements may be awarded without competitive bids if calling for bids would be impracticable, unavailing or impossible and the City Council sets forth findings designating the reasons; and
WHEREAS, City staff recommends approval of the agreement with GEA because they are the only provider of factory-trained technicians able to provide parts, service, and repairs for GEA/WESTFALIA brand centrifuges.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SAN MATEO, CALIFORNIA, HEREBY FINDS and RESOLVES that:
1. This Council action is exempt from CEQA review as an “existing facility,” because it consists of the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of existing or former use.
