CITY OF SAN MATEO
RESOLUTION NO. ____ (2025)
APPROPRIATING $215,423 FROM THE GOLF COURSE UPGRADES 2018-19 PROJECT (#618280) TO THE GOLF COURSE WELL DRILLING PROJECT (#618278) FOR AN AGREEMENT WITH GEOCON CONSULTANTS, INC.

WHEREAS, the Golf Course Irrigation Well Project is designed to provide an additional source of well water to irrigate the 105-acre Poplar Creek Golf Course and provide a back-up source of water in the event that the current well requires repairs; and
WHEREAS, on August 1, 2024, the City received a Professional Service and Construction Fee Proposal from GeoCon Consultants, Inc. for $511,000; and
WHEREAS, City staff desires to establish a 15% contingency in the amount of $76,650, to account for unanticipated increases due to unknown subsurface conditions.; and WHEREAS, the total project budget, including materials and construction support services, is $652,650 and additional funding of $215,423 is required to fully fund the project.

NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SAN MATEO, CALIFORNIA, HEREBY RESOLVES that:

1. This budget appropriation is not a project subject to CEQA because it can be seen with certainty that it will not cause a physical change in the environment. (Public Resources Code Section 21065). In accordance with CEQA Guidelines Section 15304, the underlying project of drilling a well is categorically exempt from CEQA because it results in a minor alteration of land. The onsite retention ponds, which serve the irrigation system, will remain the same size during this project. The new irrigation well will not exceed the previously approved water withdrawal from the aquifer. It will only draw the amount of water needed to maintain the levels in the retention ponds.

2. A transfer of $215,423 from the Golf Course Upgrades FY18-19 Project (618280) to the Golf Course Well Drilling Project (618278) is approved.
