CITY OF SAN MATEO
RESOLUTION NO. ____ 2025

APPROVING AN ALTERNATIVE PURCHASING PROCEDURE TO AWARD A CONTRACT TO PAPE MATERIAL HANDLING, INC. FOR THE PURCHASE OF A JLG 1055 TELEHANDLER WHEREAS, the City Council is being asked to award contracts for the purchase of a JLG 1055 Telehandler in the amount of $182,924.27 to facilitate Wastewater Treatment Plant (WWTP) and Field Maintenance operations; and
WHEREAS, San Mateo Municipal Code Section 3.60.030 generally requires competitive bidding for contacts of $100,000 or more; and
WHEREAS, Sourcewell is an organization that conducts competitive, public bids to select vendors to achieve competitive pricing by leveraging cooperative purchasing; and WHEREAS, staff also reached out to vendors outside of the Sourcewell to obtain additional competitive prices; and
WHEREAS, PAPE Material Handling, Inc.’s price for the JLG Telehandler was found to be the lowest priced unit amongst Sourcewell selected vendors and direct quotes received from vendors; and WHEREAS, San Mateo Municipal Code Section 3.60.070(h)(3) authorizes the City Council to approve an alternative purchasing procedure when it is in the best interest of the City; and WHEREAS, the purchase of one JLG 1055 Telehandler from PAPE Material Handling, Inc. is in the best interest of the City because the equipment meets the operational needs of both the WWTP and Field Maintenance Divisions, and the price offered is the lowest, even in comparison to vendors associated with Sourcewell; and
WHEREAS, based on these circumstances, staff recommends the approval of the purchase contract with PAPE Material Handling, Inc. in an amount of $182,924.27, which is inclusive of the $166,863.64 quoted price plus taxes, because it is in the best interest of the City without standard competitive bid practice.

NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SAN MATEO, CALIFORNIA, HEREBY FINDS AND RESOLVES that:

1. Adoption of this resolution to approve a purchase contract is not a project subject to CEQA, because it is a continuing maintenance activity involving the purchase of supplies. (CEQA Guidelines Section 15378(b)(2).) In addition, approval of this purchase contract is exempt from CEQA, in that it can be seen with certainty that there is no possibility that the purchase of a telehandler to move material within the Wastewater Treatment Plant as part of its normal operations and to support the City’s Field Maintenance Divisions may have a significant effect on the environment. (CEQA Guidelines Section 15061(b)(3).)

2. In accordance with San Mateo Municipal Code Section 3.60.070(h)(3), the purchase of the JLG 1055 Telehandler is in the City’s best interest for these reasons:
1 1
9 5
7 a. The JLG 1055 Telehandler meets the operational needs of the Public Works Department’s WWTP and Field Maintenance Divisions;
b. The City obtained competitive pricing from Sourcewell, as well as direct quotes from vendors not associated by Sourcewell;
c. PAPE Material Handling, Inc. was found to have provided the lowest price for a telehandler meeting the City’s operational needs.

3. The purchase of a JLG 1055 Telehandler in the amount of $182,924.27 from PAPE Material Handling, Inc. is approved.

4. The Public Works Director is authorized to execute the purchase contract on behalf of the City.
