RESOLUTION NO. _____ (2025)
APPROVING THE 2025-2030 CAPITAL IMPROVEMENT PROGRAM
WHEREAS, the City Council held public hearings on the Budget and Capital Improvement Program (CIP), as required by the City Charter section 5.02; and
WHEREAS, the CIP is a five-year plan that identifies all planned capital improvement projects, their estimated cost, and a revenue and/or funding source forecast; and WHEREAS, the 2025-30 Capital Improvement Program, presented as part of the proposed budget document that was delivered to Council on June 2, 2025, included details on recommended and funded CIP projects, as well as projects without an identified funding source; and WHEREAS, the City has complied with Government Code Sections 65400, 65401, and 65403 that require the City’s governing body to review public works projects proposed for the fiscal year to determine conformity with the adopted General Plan; and
WHEREAS, the 2025-2030 CIP includes capital projects planned for the five-year period totaling $270,021,914; and
WHEREAS, no changes to the 2025-2030 CIP were proposed by the Council; and WHEREAS, section 5.09 of the City’s Charter requires that the CIP be approved by Council resolution.

NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SAN MATEO, CALIFORNIA, RESOLVES that:

1. In accordance California Environmental Quality Act (CEQA) Guidelines section 15378(b)(4), adoption of the Capital Improvement Program is exempt from CEQA because it is a government fiscal activity which does not involve any commitment to any specific project which may result in a potentially significant physical impact on the environment.

2. Based on a review of the proposed Capital Improvement Program for fiscal years 2025-30, as delivered to the City Council on June 2, 2025 and presented at a regularly scheduled meeting on June 16, 2025, the City Council finds the Capital Improvement Program for fiscal years 2025-30 is consistent with the goals, policies, and actions contained within the City of San Mateo General Plan and all applicable laws, including Government Code Section 65400 et seq.

3. The 2025-2030 Capital Improvement Program for the City of San Mateo, set forth in the accompanying Administrative Report and the proposed business plan document, is approved.
