Agenda Number: 18 Section Name: {{section.name}} Account Number: 46F025 File ID: {{item.tracking_number}} TO: City Council
FROM: Alex Khojikian, City Manager
PREPARED BY: Public Works Department
MEETING DATE: July 28, 2025
SUBJECT:
2nd and El Camino Real and Central Parking Garages Elevator Controls Upgrade – Agreement RECOMMENDATION:
Approve an agreement with Consolidated CM, Inc. for professional construction management services for an elevator controls upgrade at the 2nd and El Camino Parking Garage in an amount not to exceed $147,950 for a term through June 30, 2026; establish a contingency reserve in the amount of $15,000; and authorize the Public Works Director to execute the agreement in substantially the form presented and issue change orders within the contingency amount.
BACKGROUND:
The elevator at the 2nd & El Camino Parking Garage was installed in 1991 and serves five (5) floors. The elevator at Central Parking Garage was installed in 1999 and serves four (4) floors. Both elevators have experienced reliability issues and are out of service at times as they operate on obsolete control systems. Following an assessment in 2018 and the completion of design specifications in 2023, the work to replace the elevator controls equipment began at the 2nd & El Camino Parking Garage in October 2024, and the Central Garage in Fall 2025. Continued support for construction management and other professional services is still needed as the project progresses.
On September 5, 2023, City Council approved an agreement with Consolidated CM, Inc. to provide the needed elevator controls upgrade professional services through June 30, 2024. Amendment No. 1 was subsequently executed to extend the term to June 30, 2025. Due to timing challenges, an amendment was not able to be executed in time to extend the agreement term before the agreement term end date of June 30, 2025. As continued support is needed for this project, a new agreement in the original amount of $147,950 based on the same terms and conditions, with a contract term end date of June 30, 2026, is recommended to continue the remaining services under the agreement.
BUDGET IMPACT:
There is sufficient funding available in the Elevator Modernization Project (46F035) for the continued services provided under this agreement.
ENVIRONMENTAL DETERMINATION:
This project is categorically exempt from CEQA as an “existing facility,” because it consists of the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of existing or former use. (CEQA Guidelines Section 15301.)
NOTICE PROVIDED
