FROM: Alex Khojikian, City Manager
PREPARED BY: Public Works Department
MEETING DATE: July 28, 2025
SUBJECT:
Citywide Street Rehabilitation Package 6B-1 — Agreement RECOMMENDATION:
Approve an agreement with G. Bortolotto & Company, Inc. in the amount of $2,588,392.25; establish a contingency reserve in the amount of $389,000; and authorize the Public Works Director to execute the agreement in substantially the form presented and issue change orders as allowed by the contract documents and within the contingency amount.
BACKGROUND:
The Citywide Street Rehabilitation Package 6-B (Package) is part of the Public Works Pavement Management Program (PMP). The City entered into an Agreement with Nichols Consulting Engineers, Inc. in May 2024 to design Package 6-B, and the Package was split into two phases, PMP 6B-1 and PMP 6B-2. The first phase of the Package (PMP 6B-1) will repave nine street segments (see Attachment 2) with an Engineer’s Estimate for the Project of $3,800,000. The second phase of the Package (PMP 6B-2) is under design and is anticipated for bid in summer of 2026.
In accordance with Municipal Code section 3.60.030, a competitive public process was used to obtain bids for PMP 6B-1.
PMP 6B-1 was advertised on May 22, 2025. On June 23, 2025, five bids were received. The bids received are listed below in order of increasing bid amount.
Contractor Base Bid
G. Bortolotto & Company, Inc. $2,588,392.25
O’Grady Paving, Inc. $3,042,555.00
Graniterock $3,130,888.00
Interstate Grading and Paving, Inc. $3,211,862.00
McGuire and Hester $3,344,757.00
After review of bid documents, staff determined that G. Bortolotto & Company, Inc. is the lowest responsive, responsible bidder. Therefore, staff recommends G. Bortolotto & Company, Inc. be awarded this construction agreement. In addition, staff recommends a contingency of 15% be established given potential unforeseen subgrade conditions.
Construction is anticipated for late summer and fall of 2025.
BUDGET IMPACT:
Currently, there are sufficient funds in the Citywide Street Rehabilitation Program (Project No. 469997) project budget to award this agreement and establish the contingency reserve.
