PREPARED BY: Public Works Department
MEETING DATE: July 28, 2025
SUBJECT:

Humboldt Street Paving with the City of Burlingame — Revised Cost Sharing Agreement RECOMMENDATION:

Approve a Cost Sharing Agreement with the City of Burlingame for the Paving of Humboldt Street in conjunction with Burlingame’s 2025 Street Resurfacing Project with an estimated cost to the City in the amount of $150,000.00; and authorize the City Manager to execute the Agreement in substantially the form presented.

BACKGROUND:

Both the City of San Mateo and the City of Burlingame administer pavement management programs and construct annual pavement rehabilitation projects. The City of Burlingame has selected North Humboldt Street, between Peninsula Avenue and Amphlett Boulevard, as part of its 2025 Street Resurfacing Project. The city limit between the two cities lies within the center of the roadway in this portion of Humboldt Street. This joint effort aligns with both cities’ goals to leverage resources, promote regional cooperation, and improve infrastructure in a fiscally responsible manner.

This Cost Sharing Agreement will provide the City of Burlingame funds to include the City of San Mateo’s portion of Humboldt Street for pavement rehabilitation as part of their 2025 street resurfacing project. The agreement proposes that the City of Burlingame will serve as the lead agency for project delivery, including design, bidding, construction management, and inspection. The estimated fiscal obligation for the City of San Mateo is $150,000. This amount will be funded from the Citywide Street Rehabilitation Program budget.

Update: The original Cost Sharing Agreement was adopted by City Council on June 16, 2025, but was not executed. The previously attached version did not include minor revisions made by Burlingame staff and agreed upon with the City of San Mateo. The updated agreement, incorporating those changes, is now being submitted for approval.

The work will take place on North Humboldt Street, between Rollins Road and Peninsula Avenue, and will consist of a standard 2-inch mill and overlay of the top layer of asphalt. In addition to this pavement rehabilitation, a Class III bike facility will be implemented, which includes shared lane markings. The project will not alter travel lanes or parking. All work will be confined to North Humboldt Street, with no construction occurring on Peninsula Avenue.

BUDGET IMPACT:

Sufficient funds are available in the Citywide Street Rehabilitation Program (469997) to fund this Agreement.

ENVIRONMENTAL DETERMINATION:

CITY OF SAN MATEO

(CEQA Guidelines Section 15301.)
