SUBJECT:

Hillsdale High School/31st Avenue Pedestrian Safety Improvement Project – Grant Acceptance, Appropriation, and Supplemental Agreement
RECOMMENDATION:

Adopt a Resolution to accept a San Mateo County Transportation Authority Cycle 7 Measure A and Measure W Pedestrian and Bicycle Program grant in the amount of $351,648 and appropriate the grant funding and $39,072 of the City’s Measure A funds as a local match to the Hillsdale High School/31st Avenue Pedestrian Safety Improvement Project; approve a supplemental agreement with San Mateo County Transportation Authority to receive the grant funding; and authorize the City Manager to execute the agreement in substantially the form presented and any necessary future no-cost term extensions.

BACKGROUND:

In August 2024, the City submitted a grant application to the San Mateo County Transportation Authority (TA) for Cycle 7 Measure A and Measure W Pedestrian and Bicycle Program funding. The application sought funding for the design phase of the Hillsdale High School/31st Avenue Pedestrian Safety Improvement Project (Project). This project aims to enhance pedestrian safety and accessibility for students, staff, and the community near Hillsdale High School by addressing safety concerns, including speeding vehicles and limited pedestrian visibility. Proposed improvements include, but are not limited to, curb extensions, raised crosswalks, and a new traffic signal at the intersection of 31st Avenue and Alameda de las Pulgas.

In December 2024, the TA Board formally notified the City that its grant application for $351,648, with a required 10% local match of $39,072, was approved for the Project.

On February 4, 2025, the City Council adopted a resolution authorizing the execution of a new Primary Agreement with the TA to facilitate future funding allocations from Measure A and Measure W program.

To proceed with the disbursement of the approved Cycle 7 Measure A and Measure W funds, a Project-specific Supplemental Agreement between the City and the TA must be executed. Staff recommends that the City Council authorize the execution of the Supplemental Agreement to secure and appropriate $351,648 in grant funding and $39,072 in the City‘s Measure A funds as the required match for the Project.

BUDGET IMPACT:

Adoption of this Resolution will establish the Hillsdale High School/31st Avenue Pedestrian Safety Improvement Project [46R032] as a project in the 2025-26 Capital Improvement Program budget. The total project funding includes $351,648 from the TA Cycle 7 Measure A and Measure W Pedestrian and Bicycle Program and a local match of $39,072 from the City’s Measure A funds, resulting in a total project budget of $390,720 for the design phase.

ENVIRONMENTAL DETERMINATION:

This item is not a project subject to CEQA, because the adoption of a resolution approving a Supplemental Agreement with the TA and approving local matching funds is a government fiscal activity which does not involve any commitment to any specific project which may result in a potentially significant physical impact on the environment. (CEQA Guidelines Section 15378(b)(4).) In addition, the Hillsdale High School/31st Avenue Pedestrian Safety Improvement Project is exempt from CEQA review as an “existing facility,” because the proposed pedestrian and traffic safety related work consists of the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of existing or former use. (CEQA Guidelines Section 15301.)
