PREPARED BY: Parks and Recreation Department
MEETING DATE: July 28, 2025
SUBJECT:
Congregate Nutrition Program — Interagency Agreement
RECOMMENDATION:
Approve an interagency agreement with the County of San Mateo for Fiscal Year 2025-2026 to partially fund a congregate nutrition program through the Older Americans Act for up to $48,096; and authorize the Director of Parks and Recreation to execute the agreement in substantially the form presented.
BACKGROUND:
The Congregate Nutrition Program provides vital nutrition services to older adults in a group setting, offering meals, nutrition and health education, nutrition risk screening, and opportunities for social interaction. The Dr. Martin Luther King Jr. Community Center has long served as the host site for this federally funded program, delivering over 3,000 meals annually to seniors in the community. Since 2004, the City of San Mateo has acted as the designated contractor for this service. The program is administered by San Mateo County and funded through the federal Older Americans Act (OAA). It is operated in compliance with state licensing regulations, applicable federal laws, and standards set forth by the County’s Aging and Adult Services (AAS) division. The City of San Mateo has consistently met all program requirements. Federal funding, along with contributions from the State of California and San Mateo County, supports the cost of meals for eligible individuals as well as nutrition education presentations on topics such as vitamins for aging adults’ oral health, food safety and hydration. Under the current agreement, services will be provided from July 1, 2025, through June 30, 2026.
BUDGET IMPACT:
Total program costs in FY 2026 are projected at $130,000 of which $48,096 will be reimbursed through federal funds.
ENVIRONMENTAL DETERMINATION:
This agreement is not a project subject to CEQA, because it is an organizational or administrative activity that will not result in direct or indirect physical changes in the environment. (CEQA Guidelines Section 15378(b)(5).)
