FROM: Alex Khojikian, City Manager
PREPARED BY: Police Department
MEETING DATE: July 28, 2025
SUBJECT:
Police Recruit Training Officer Assignment - Agreement
RECOMMENDATION:
Approve an agreement with Alameda County Sheriff's Office for the assignment of one police officer to the Alameda County Sheriff's Office Regional Training Center, and authorize the Chief of Police to execute the agreement in substantially the form presented.
BACKGROUND:
The San Mateo Police Department wishes to assign a Recruit Training Officer (RTO) to the Alameda County Sheriff’s Office (ACSO) Regional Training Center, the police department’s primary police academy, as part of a strategy to ensure that future officers are trained to the highest standards. This is a natural extension of our long-standing practice of assigning an RTO to the College of San Mateo Police Academy. Having one officer serve as an RTO provides for the opportunity to shape the instruction, mentorship, and overall culture that recruits are exposed to. In return, ACSO has committed to granting the City of San Mateo priority when onboarding recruits, including access to academy seats, regardless of class size limits. This relationship allows for the San Mateo Police Department to stay competitive in a highly competitive hiring environment. Assigning an RTO also provides early insight into the progress and performance of recruits, ensuring a smoother transition from the academy to field training. Ultimately, this partnership strengthens the quality of the San Mateo Police Department and reinforces its commitment to proactive and professional policing. The term of the assignment would begin October 1, 2025 and end on September 30, 2026, and the City can withdraw the officer at any time with 30 days notice.
It is City policy that intergovernmental agreements be approved by the City Council.
BUDGET IMPACT:
There is no net financial impact associated with this agreement. The City of San Mateo will continue to pay the salary and benefits of the officer assigned, which is included in the adopted operating budget.
ENVIRONMENTAL DETERMINATION:
This agreement is not a project subject to CEQA, because it can be seen with certainty that it will not cause a physical change in the environment. (Public Resources Code Section 21065.)
NOTICE PROVIDED
All meeting noticing requirements were met.
