FROM: Alex Khojikian, City Manager
PREPARED BY: Human Resources Department
MEETING DATE: July 28, 2025
SUBJECT:

Building Inspector, Development Review Technician, and Housing Specialist Series; and Salary Schedule: Senior Housing Specialist – Job Specification Updates
RECOMMENDATION:

Adopt a Resolution to approve updates to the job specifications for three series: 1) Building Inspector I-II-Senior, 2) Development Review Technician I-II-Senior, and 3) Housing Specialist I-II-Senior; and to approve the salary schedule for the classification of Senior Housing Specialist.

BACKGROUND:

Currently, the Community Development Department has two different job specifications for the classifications of Building Inspector (I/II and Senior) and Development Review Technician (I/II and Senior). For the Housing Specialist position, it has I/II classifications, but not a Senior level classification. There is a need to revise the job specifications for the Building Inspector and Development Review Technician to consolidate the three different classifications into one job specification.

For the Housing Specialist position, a Senior level classification would be added to the series. The Human Resources Department recommends setting the monthly salary range for the Senior Housing Specialist at $10,037.85 -$11,965.55 (10% above the Housing Specialist II).

These changes are being proposed to: 1) update the duties, distinguishing features, and qualifications, and 2) add the senior-level to the series to create a flexibility staffed classification. Making these changes will increase flexibility and employee development/potential, and create internal promotional opportunities for current City employees.

BUDGET IMPACT:

There is no fiscal impact as there is sufficient funding within the current budget to support these classifications.

ENVIRONMENTAL DETERMINATION:

The job specification updates are not subject to CEQA because it is a government fiscal activity which does not involve any commitment to any specific project which may result in a potentially significant physical impact on the environment. (CEQA Guidelines Section 15378(b)(4).)
