1 CITY OF SAN MATEO
RESOLUTION NO. ____ (2025)
APPROVING A PURCHASE AGREEMENT FOR LIGHTING CONTROLS EQUIPMENT WITH GRAYBAR ELECTRIC COMPANY, INC. IN THE AMOUNT OF $183,911.28
WHEREAS, the Main Library is currently equipped with a Wattstopper lighting control system; and WHEREAS, the existing lighting control system has exceeded its useful life, is considered obsolete, and is in need of replacement; and
WHEREAS, in 2023, a capital improvement project was initiated and funded for the current fiscal year; and
WHEREAS, in 2024, the City engaged an electrical engineer to develop specifications for replacement equipment aligned with the library’s operational needs and user requirements; and WHEREAS, Wattstopper is a proprietary system available only through certified vendors; and WHEREAS, in accordance with San Mateo Municipal Code Section 3.60.050(b) calling for bids is impracticable, unavailing, or impossible because staff has determined that only three (3) certified vendors may provide and distribute the lighting controls equipment specific to Wattstopper; and WHEREAS, in June 2025, the City solicited quotes from these three (3) certified vendors; and WHEREAS, staff determined that Graybar Electric Company, Inc. submitted the lowest quote and is one of three companies that distributes the specific type of lighting controls equipment that is compatible with the Wattstopper system currently being used at the Main Library.
WHEREAS, based on these circumstances, staff recommends award of a purchase agreement to Graybar Electric Company, Inc. in the amount of $183,911.28 for lighting controls equipment.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SAN MATEO, CALIFORNIA, HEREBY RESOLVES that:
1. Adoption of this resolution approving an agreement with Graybar Electric Company, Inc. is not a project subject to CEQA, because it is an “existing facility” consisting of the operation, repair, maintenance, permetting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features involving negligible or no expansion of existing or former use.(CEQA Guidelines Section 15301.)
2. In accordance with San Mateo Municipal Code Section 3.60.050(b), calling for bids is impracticable, impossible, or unavailing because:
a. The Main Library is currently equipped with a Wattstopper lighting control system, which is a proprietary system available only through certified vendors; b. Certified vendors for the specified Wattstopper lighting controls equipment; c. There are only three (3) certified vendors that provide and distribute the lighting controls equipment specific to Wattstopper;
