Agenda Number: 12 Section Name: CONSENT CALENDAR Account Number: 82-4681 File ID: 25-10230 TO: City Council
FROM: Alex Khojikian, City Manager
PREPARED BY: Public Works Department
MEETING DATE: August 18, 2025
SUBJECT:
Central Recreation Center Roof Improvements Project — Contract Award RECOMMENDATION:
Award a construction contract to I & A Contractor, Inc. for improvements to the roof at the Central Recreation Center in the amount of $196,000; establish a contingency reserve in the amount of $39,200; and authorize the Public Works Director to execute the contract in substantially the form presented and issue change orders within the contingency amount.
BACKGROUND:
The Central Recreation Center at Central Park has served the community for over sixty-five years. The building’s roof structure consists of flat gravel and sloped wood shingle. The wood shingle has been subjected to decades of moisture and leaks which have been an on-going issue at the facility for years. In 2023, a Citywide roof assessment identified this specific location as a potential health and safety risk due to the compromised roof structure. Therefore, funding for this project was provided in Fiscal Year 2024-25.
In August 2024, the City engaged McGinnis Chen Associates, Inc. to produce design specifications related to the roof improvements as required by the California Building Code. The bid documents for this project were subsequently advertised in June 2025. Bids were received on July 17, 2025, with the following results:
Company Bid Amount
Diablo Roofing + Waterproofing, Inc. $183,000
I & A Contractor, Inc. $196,000
Best Contracting Services $235,450
Although Diablo Roofing + Waterproofing, Inc. provided the apparent lowest bid, it did not provide any suppliers as required by the technical specifications in the Contract Book; as such, its bid is non-responsive. Therefore, staff recommends the contract be awarded to I & A Contractor, Inc. as the lowest responsive and responsible bidder.
Staff also recommends a 20 percent contingency because of expected unknown conditions that will be uncovered during construction given the age and condition of the existing roof.
BUDGET IMPACT:
The Central Recreation Center: Roof Replacement Project (46F042) currently has sufficient budget available to fund this construction contract and contingency reserve.
