Agenda Number: 10 Section Name: CONSENT CALENDAR Account Number: 26-4662 File ID: 25-9963 TO: City Council
FROM: Alex Khojikian, City Manager
PREPARED BY: Public Works Department
MEETING DATE: August 18, 2025
SUBJECT:
On-Call Public Works Plan Review Services — Amendment
RECOMMENDATION:
Approve Amendment No. 2 to the professional consultant services agreement with CSG Consultants, Inc. for private development and right-of-way support services to increase the agreement amount by $200,000 for a revised total, not-to- exceed amount of $600,000; and authorize the Public Works Director to execute the amendment in substantially the form presented.
BACKGROUND:
On November 6, 2023, the City Council approved an agreement with CSG Consultants, Inc. (CSG) for on-call Public Works plan review services for $400,000 for two years to address a significant increase in the number of planning applications and permits requiring Public Works staff review.
The volume of planning applications and building permits submitted to the City has increased in recent years necessitating the use of outside consulting services over the past five years to meet the Permit Streamlining Act statutory time limits for application reviews. With the recent adoption of Strive San Mateo General Plan 2040, the Housing Element and approval of Measure T, an influx of large redevelopment projects is anticipated, further increasing the demand for timely Public Works review services.
City Council approved two optional one-year extensions to the original agreement which was set to expire on June 30, 2025. Staff extended the CSG agreement by one year through Amendment No. 1. The current CSG agreement will expire on June 30, 2026. Costs associated with staff time and consultant services required to review and process applications and permits are paid with funds collected through planning application deposits and building permit fees. As such, all costs associated with CSG’s review of the applications are fully cost-recovered by the City. To ensure the City is providing cost- effective services for residents and developers, staff reviews CSG’s hourly charges to project accounts to verify plan reviews are completed efficiently. Based on the historic level of effort and expenditures to date, the increase of $200,000 to the contract amount is estimated to be sufficient to support the CSG staff to the end of the current agreement term on June 30, 2026.
Based on the above, staff recommends approval of Amendment No. 2 (see Attachment 1) with CSG increasing the agreement amount by $200,000 for a total not to exceed amount of $600,000 in order to meet the City’s immediate level of service requirements for planning applications, building permits, and encroachment permits.
BUDGET IMPACT:
The support services provided through this agreement will be funded by deposits collected from private development

applications and permitting fees.
ENVIRONMENTAL DETERMINATION:
Approval of Amendment No. 2 is not a project subject to CEQA, because it can be seen with certainty that there is no possibility that approval of an amendment for plan review services may have a significant effect on the environment. (CEQA Guidelines Section 15061(b)(3).)
