PREPARED BY: Public Works Department
MEETING DATE: August 18, 2025
SUBJECT:

Gateway Park Pedestrian Bridge Replacement Project — Agreement RECOMMENDATION:

Approve an agreement with E.E. Gilbert Construction, Inc. for the Gateway Park Pedestrian Bridge Replacement Project in the amount of $478,112.67; establish a contingency reserve in the amount of $100,000; and authorize the Public Works Director to execute the agreement in substantially the form presented and issue change orders as allowed by the contract documents and within the contingency amount.

BACKGROUND:

The Gateway Park Pedestrian Bridge, located in the City’s Gateway Park was constructed in 1990 and is 35 years old.

Gateway Park serves the downtown and North Central communities as it is located at the corner of 2nd Avenue and S.

Grant Street. The pedestrian bridge consists of steel tube trusses, spanning over 75 feet over San Mateo Creek with concrete footings on either end. Preliminary inspections and evaluation of the steel superstructure of the bridge have indicated signs of deterioration and corrosion, further demonstrating that the bridge requires replacement. To address this, City staff developed the Gateway Park Pedestrian Bridge Replacement Project (Project) to replace the bridge structure and address ADA compliance issues at the bridge approaches.

The City entered into an Agreement with Biggs Cardosa Associates, Inc. (BCA) in March 2024 to design the Project and the design was completed in January 2025.

The Project was originally advertised to bid in early 2025. However, due to schedule constraints based on bridge manufacturing times and the project’s California Fish and Wildlife (CDFW) Streambed Alteration Agreement, City Council rejected all bids on April 7, 2025. The City Council also authorized the Public Works Department to initiate a second Notice Inviting Bids.

The Project was re-advertised on June 10, 2025. The Engineer’s estimate was $480,000. On July 08, 2025, the bid opening date, three bids were received. The bids received are listed below in order of increasing bid amount.

Contractor Total Bid Amount
E.E Gilbert Construction, Inc. $478,112.67
Valentine Corporation $518,369.00
GSW Construction, Inc. $532,490.00
Staff reviewed the lowest bid submitted by E.E. Gilbert Construction, Inc., and determined that it is the lowest responsive, responsible bidder. Staff recommends City Council award the agreement to E.E. Gilbert Construction, Inc. In addition, staff recommends a contingency of $100,000 to include a standard 15 percent contingency to cover potential unforeseen site

conditions and caution that will need to be exercised due to the project’s proximity to a creek and extra funds to investigate the possibility of galvanizing the bridge to extend its life for another 30+ years beyond that of just painting the bridge.

Construction is anticipated to start Spring 2026, and must be completed by October 31, 2026, due to the California Department of Fish and Wildlife in-water work period restrictions.

BUDGET IMPACT:

Sufficient funds are available in the Gateway Park Pedestrian Bridge Replacement (46F024) project to award this agreement and the contingency reserve.

ENVIRONMENTAL DETERMINATION:

This project is categorically exempt from CEQA review, because it consists of the replacement or reconstruction where the new bridge will be located on the same site as the structure replaced and will have substantially the same purpose and capacity as the structure replaced. (CEQA Guidelines Section 15302.)

NOTICE PROVIDED
