FROM: Alex Khojikian, City Manager
PREPARED BY: Public Works Department
MEETING DATE: August 18, 2025
SUBJECT:

Los Prados, Kehoe Kelly & Arroyo Lift Stations Rehabilitation Project — Agreement RECOMMENDATION:

Award an agreement to JMB Construction, Inc. for the Los Prados, Kehoe Kelly & Arroyo Lift Station Rehabilitation Project in an amount not to exceed $14,658,091.00; establish a contingency in the amount of $2,750,000.00; and authorize the Public Works Director to execute the agreement in substantially the form presented and issue change orders within the contingency amount.

BACKGROUND:

The Clean Water Program (CWP) is improving the City of San Mateo’s sanitary sewer system to prevent sanitary sewer unauthorized discharge of sewage. In 2016, a Sewer Pump Station and Force Main Condition Assessment (Assessment) was completed by AECOM, building on a previous pump station capacity study to improve the City’s lift stations’ reliability.

The Assessment proposed the East San Mateo Lift Stations Rehabilitation Project (Project) which addressed multiple lift stations, including the five highest priority lift stations from the Assessment: Kehoe Kelly, Laurie Meadows, and Los Prados Nos. 1, 2, and 3. This phase is titled Los Prados, Kehoe Kelly & Arroyo Lift Stations Rehabilitation Project to reflect specific lift stations that are included.

On February 24, 2017, City Council awarded design of this project to Schaaf & Wheeler. During the design phase, the Project was split into two packages for efficient delivery. Package 1 included Laurie Meadows and Woodbridge (Package 1), and Package 2 includes rehabilitation of the Los Prados area and Kehoe Kelly lift stations (Package 2).

Package 1 included the abandonment of the Laurie Meadows lift station, the upgrade of the Woodbridge lift station, and the associated modifications to the surrounding sewers to redirect sewer flows. The construction contract was awarded to JMB Construction in 2019, and Package 1 was completed in 2020.

Package 2 originally included the rehabilitation of the Los Prados area lift stations and the Kehoe Kelly lift station. In 2021, staff determined that the condition of the Arroyo lift station necessitated that it should be added to Package 2.

Package 2 includes the Los Prados No. 1 lift station replacement and force main extension, the elimination of Los Prados No. 2 lift station, sewer main improvements between Los Prados No. 1 and No. 2 lift stations, Kehoe Kelly lift station replacement and force main extension, and the Arroyo lift station rehabilitation, along with associated modifications to the surrounding sewers at each lift station.

The Arroyo lift station is located along Arroyo Court, West of El Camino Real. Kehoe Kelly lift station is located adjacent to Joinville Park on Kehoe Avenue, at the intersection of Kehoe Avenue and Kelly Street. Los Prados No. 1 lift station is located in the intersection of Los Prados Street, South Norfolk Street, and La Selva Street. Los Prados No. 2 lift station is

located on Los Prados Street, between El Parque Court and Bahia Street.

Package 2 was advertised for construction on May 2, 2025. Package 2’s mandatory pre-bid meeting and site visit was held on May 27, 2025. The engineer’s estimate was $12,400,000.00. Four (4) bids were received and opened on June 18, 2025.

A&B Construction submitted the apparent lowest bid to construct Package 2 for a total price of $13,510,172.00; however, the bid submitted by A&B Construction was found to be non-responsive. Upon careful review of the bid package and consultation with A&B, the project team, including the design consultant, determined that their bid did not adequately address the challenging site conditions. Subsequent review of the remaining bids showed that the next lowest bidder with a complete responsive bid package was JMB Construction, Inc. with a total price of $14,658,091.00 to construct Package 2.

Based on the price and the completeness of the bid, staff recommends for JMB Construction to be awarded the agreement as the lowest responsive and responsible bidder. The bids received are listed below in order of increasing bid amount.

Contractor: Bid Amount:

A&B Construction $13,510,172.00
JMB Construction $14,658,091.00
NTK Construction $18,336,395.00
Mountain Cascade $18,700,000.00
There is moderate likelihood that unforeseen issues will arise during construction due to difficult site conditions.

Accordingly, staff also recommends establishing a contingency reserve in the amount of $2,750,000.00 to address any unanticipated items that may arise during construction.

BUDGET IMPACT:

Sufficient funding for this agreement and contingency is available in the East San Mateo Lift Station Rehabilitation Project (469988).

ENVIRONMENTAL DETERMINATION:

The work addressed by this administrative report is being undertaken to support the Clean Water Program. This project is subject to the requirements of the California Environmental Quality Act (CEQA), the general components of which are included as part of the Final Programmatic Environmental Impact Report (Final PEIR) (SCH No. 201532006) that was prepared for the Clean Water Program. The Final PEIR was certified by City Council on June 6, 2016. The City prepared Addenda to the Final PEIR that was approved on July 16, 2018 (Addendum 1) and April 15, 2019 (Addendum 2). This work is within the scope of the Project evaluated in the PEIR and Addendum.
