DRAFT RESOLUTION NO. ____ (2025)
AUTHORIZE A SUPPLEMENTAL BUDGET APPROPRIATION OF $250,000 OF UNASSIGNED FUND BALANCE FROM
THE GENERAL FUND TO INCREASE TRANSFERS OUT TO THE HOUSING SET-ASIDE FUND WHEREAS, the Housing Set-Aside Fund (Fund 130) is used to create and preserve affordable housing, and the Fiscal Year 2025-26 adopted budget includes a transfer of $1,100,000 from the General Fund (Fund 100) to the Housing Set-Aside Fund consistent with Housing Element Policy 1.2; and WHEREAS, an additional transfer from the General Fund to the Housing Set-Aside Fund of $250,000 is proposed in order to fulfill a provision of a settlement agreement with the Housing Action Coalition, which had sued the City regarding its adopted Housing Element.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SAN MATEO, CALIFORNIA, HEREBY RESOLVES that:
1. This resolution is not a project subject to CEQA, because it is an organizational or administrative activity that will not result in direct or indirect physical changes in the environment. (CEQA Guidelines Section 15378(b)(5).).
2. The Council authorizes the supplemental budget appropriation of $250,000 from unassigned fund balance from the General Fund to increase transfers out to the Housing Set-Aside Fund (#130) to increase the budget for affordable housing creation and preservation.
