CALL TO ORDER at 5: 30 p. m.
Roll Call
Present: Mayor Newsom, Deputy Mayor Loraine, Council Members: Fernandez, Diaz Nash and Cwirko- Godycki AB 2449 Requests and Considerations for Meeting Participation by Teleconference due to Just Cause or Emergency Circumstances – there were no requests.
CLOSED SESSION
Following the opportunity for public comment, there were no speakers, the City Council convened into Closed Session at 5: 32 p. m. to consider:
1. Conference with Legal Counsel — Anticipated Litigation Significant exposure to litigation pursuant to paragraph ( 2) of subdivision ( d) of Section 54956. 9: ( one case) Existing facts and circumstances: discuss IRS compliance statement for plan corrections Council reconvened at 5: 45 p. m.
STUDY SESSION
2. Revenue Enhancement Options — Informational
Abby Vesser, Deputy Finance Director, gave a presentation on the General Fund revenue enhancement options, many of which will require a ballot measure, and requested Council’ s direction on which option( s) to move forward for additional review.
Public Comment: no speakers
Council agreed to proceed with further study of a sales tax increase to address the structural deficit and a general obligation ( GO) bond for infrastructure needs. Staff will conduct community polling on both measures and return with results in early November, alongside public outreach and engagement efforts.
