Agenda Number: 2 Section Name: NEW BUSINESS Account Number: 18-6114 File ID: 25-10339 TO: City Council
FROM: Alex Khojikian, City Manager
PREPARED BY: Parks and Recreation Department
MEETING DATE: September 2, 2025
SUBJECT:
Youth Commissioners to the Senior Advisory Commission — Ordinance Introduction RECOMMENDATION:
Introduce an Ordinance to amend San Mateo Municipal Code Section 2.29.10 “Senior Advisory Commission” to provide for Council appointment of two non-voting youth advisory members.
BACKGROUND:
On September 3, 2024, the Council adopted an Ordinance to introduce youth commissioners to the then Senior Citizen Commission. On December 9, 2024, the City Council amended San Mateo Municipal Code ("SMMC") Chapter 2.29 “Senior Citizens Commission” to change its name to “Senior Advisory Commission.” Due to an administrative error, that amendment inadvertently deleted the previously approved provision establishing youth commissioners. The purpose of this Ordinance is to correct the error and restore the City Council’s intended direction.
The proposed Ordinance (Attachment 1) amends SMMC 2.29.010 to add two non-voting youth advisory members (“Youth Commissioners”) to the Senior Advisory Commission. The two Youth Commissioners must be at least 13 years old, and no more than 17 years old at the time of the appointment. They must present written documentation of parental or guardian consent to be considered for appointment. Like other members of the commission, Youth Commissioners would serve at the pleasure of the Council. The Youth Commissioners would not be “members” for purposes of Charter section 6.05, which addresses the membership of boards and commissions, but would instead serve as non-voting advisory members that would not count towards quorum. Youth Commissioners are appointed for one year but can be reappointed for one additional one-year term.
In addition, the City currently offers opportunities for youth engagement in local government through the Youth Activities Council (“YAC”), which seeks to provide a voice for youth in the community and offers opportunities for civic engagement and youth advocacy. YAC members are required to be residents of the City of San Mateo or students attending a high school in San Mateo, entering 9th through 12th grade by the beginning of each fall term, and willing to attend monthly meetings and events.
BUDGET IMPACT:
There is no budget impact associated with this administrative action.
ENVIRONMENTAL DETERMINATION:
This Ordinance introduction is not a project subject to CEQA, because it is an organizational or administrative activity that will not result in direct or indirect physical changes in the environment. (CEQA Guidelines Section 15378(b)(5).)
