CALL TO ORDER at 5: 30 p. m.
Roll Call
Present: Mayor Newsom, Deputy Mayor Loraine, Council Members: Fernandez, Diaz Nash and Cwirko- Godycki AB 2449 Requests and Considerations for Meeting Participation by Teleconference due to Just Cause or Emergency Circumstances – there were no requests.
STUDY SESSION
1. City of San Mateo Strategic Plan — Update
Zachary Reda, Senior Management Analyst gave a presentation to obtain direction on the Strategic Plan and strategic planning process.
Public Comment: no speakers.
Council asked questions and made comments.
The City Council provided final direction on the Strategic Plan and process. Council asked for minor language revisions and an executive summary to provide context for all readers. The City Council emphasized the importance of innovation and fiscal responsibility, and expressed support for aligning Council agenda reports with the Strategic Plan and maintaining flexibility within the Blue Sky process. Council provided staff with direction to amend in the future its Rules and Procedures to include language committing to keeping new priorities to the Blue Sky process, unless it is required.
NEW BUSINESS
2. Youth Commissioners to the Senior Advisory Commission — Ordinance Introduction Zachary Silva, Community Services Manager gave a presentation to introduce an Ordinance to amend San Mateo Municipal Code Section 2. 29. 10 “ Senior Advisory Commission” to provide for Council appointment of two non- voting youth advisory members.
Public Comment:
Ellen Wang supported the program for fostering civic engagement and mutual understanding between youth and seniors, emphasizing its wider community impact.
Motion passed 5- 0.
