City of San Mateo Strategic Plan — Approval
RECOMMENDATION:
Approve the draft Strategic Plan and strategic planning process.
BACKGROUND:
On September 2, 2025, the City Council reviewed the draft Strategic Plan and provided feedback to staff. The September 2, 2025 Agenda Report and attachments are available here: City of San Mateo Strategic Plan - Update.
Staff made the following changes to the draft Strategic Plan based on Council’s feedback on September 2:
Added an Executive Summary to provide context for all readers. Expanded the Infrastructure Priority Initiative description to include language that focuses on future vibrancy of the community as the City grows.
Added a goal to the Climate Resiliency Priority Initiative to ensure the City seeks funding opportunities and partnerships to help achieve this goal.
Expanded the Economic Development Strategic Initiative Goal to emphasize that the City should focus on attracting businesses that provide robust and predictable revenues. Expanded the Public Safety Strategic Initiative Goal to capture the Cities innovative work on mental health assistance. Expanded the Community Engagement and Communications Strategic Initiative Goals to ensure that 1) the community can see the timely impact of its contributions, and 2) the City is constantly learning and improving based on the community’s needs.
Attachment 1 provides a clean copy of the revised Plan and Attachment 2 provides a redlined version of the revised Plan.
Next Steps
The City Manager’s Office and Executive Team will develop SMART Activities based on General Plan Goals, Workplans, and the City Council’s Priority List developed during the 2025 Blue Sky process. This team will also provide a summary of each department’s core services.
The two-year budget process (Fiscal Year 2026/27 and 2027/28) and the 2026 Blue Sky will be guided by the Strategic Plan, and a finalized document that shows Fiscal Year 2026/27 (and beyond) SMART Activities and core services will be brought to the Council for approval in Spring 2026.

BUDGET IMPACT:
There is no budget impact with the adoption of the Strategic Plan framework and process.
ENVIRONMENTAL DETERMINATION:
This item is not a project subject to CEQA, because it is an organizational or administrative activity that will not result in direct or indirect physical changes in the environment. (CEQA Guidelines Section 15378(b)(5).)
