Public Works Facilities Program Manager – Professional Services Agreement RECOMMENDATION:
Approve an agreement with ArcPath Project Delivery, Inc. to provide professional program management services to the Public Works Facilities division from Fiscal Year 2025-26 through Fiscal Year 2027-28 in the amount of $300,000; and authorize the Public Works Director to execute the agreement in substantially the form presented and issue amendments within the agreement amount.
BACKGROUND:
Public Works staff requires the services of a professional program manager to assist the Public Works Facilities Division with the delivery of Capital Improvement and Maintenance projects. Currently, the division is without any Project Managers and has twenty-five active projects in various phases of development, design, permitting, and construction.
There is an immediate need for a program manager that can provide services ranging from developing charters, procuring consultants and contractors, drafting, and coordinating construction and architectural consultation.

At the beginning of FY 2025–26, staff concluded that securing on-call program management services for a longer duration would be both effective and efficient. In July 2025, a Request for Proposals (RFP) was issued, outlining the specific criteria for providing program management services over a three-year term. On August 28, 2025, a total of nine (9) proposals were received and evaluated by staff based on factors such as relevant project experience, qualifications, and references. Based on the following evaluation results, staff recommends awarding the contract to ArcPath Project Delivery, Inc., which received the highest average score among all proposals.
Since ArcPath Project Delivery, Inc. has the requisite expertise, familiarity with this type of work, and experience with the City’s Facilities projects, staff recommends awarding a three-year agreement to ArcPath Project Delivery, Inc. through June 2028.
BUDGET IMPACT:
There is sufficient funding available in each associated project’s budget to fund the cost of this agreement.
ENVIRONMENTAL DETERMINATION:
This project is categorically exempt from CEQA as an “existing facility,” because it consists of the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of existing or former use. (CEQA Guidelines Section 15301.)
