SUBJECT:
Peninsula Corridor Multimodal Complete Streets Project — Grant Application RECOMMENDATION:
Adopt a Resolution approving the submittal of a grant application for $1,125,000, with a local match in the amount of $245,000, to the San Mateo County Transportation Authority (SMCTA) for Highway Program Grant Funding for the Peninsula Avenue Multi-Modal Corridor Study; and authorize the City Manager to take any other actions necessary to receive grant funds including executing a supplemental agreement or amendment to the Primary Grant Agreement with the SMCTA and the City of Burlingame relating to funding for the project.
BACKGROUND:
The San Mateo County Transportation Authority (SMCTA) released a Call for Projects for grant funding from the Measures A and W Highway Program on July 11, 2025. The funds through this grant program may be used to support projects that improve supplemental roadway projects throughout the county. The City, in partnership with the City of Burlingame, is seeking $1,125,000 in funding to conduct the Peninsula Avenue Multi-Modal Corridor Study (Corridor Study).
Peninsula Avenue is shared between San Mateo and Burlingame, requiring close coordination on any planning efforts or roadway improvements. The Corridor Study, through a community engagement process, would identify improvements to enhance safety for all users, reduce vehicle delays through modernized traffic operations, and expand equitable access to sustainable transportation options. The study would evaluate improvements to strengthen regional connectivity by linking neighborhoods and multifamily complexes to five SamTrans stops, San Mateo High School, Washington Elementary School, businesses, and the Bay Trail, while also supporting climate and public health goals through increased opportunities for walking, biking, and transit use. The outcome of the Corridor Study is to develop a concept-level design which reflects community feedback and demonstrates shared buy-in for the proposed improvements. The study would look at the Peninsula Corridor from El Camino Real to Coyote Point Road on the other side of Highway 101, which will support active transportation connectivity to nearby recreational spaces and the Bay Trail for residents in a Metropolitan Transportation Commission (MTC) Equity Priority Community.
The Peninsula Avenue corridor has been consistently prioritized for improvements through past planning processes and extensive engagement. Safety and multi-modal improvements are identified in the City of San Mateo’s Local Roadway Safety Plan (LRSP) and 2020 Bicycle Master Plan, both of which were developed with robust community outreach.
Peninsula Avenue needs safer and more continuous facilities for pedestrians and bicyclists, suffers from outdated signal operations, and experiences congestion and safety challenges that limit multimodal mobility. Proposed improvements to be further vetted with the community include pedestrian scale lighting, which is recommended in the City’s Pedestrian Master Plan, and bicycle facilities, which are recommended in the City’s Bicycle Master Plan. The intersections of Peninsula Avenue with Delaware Street and Stanley Road are both identified as high priority locations for safety improvements in the City’s Local Roadway Safety Plan. Furthermore, the City/County Association of Governments (C/CAG) Local Roadway Safety

Plan identifies Peninsula Avenue as part of the county’s Pedestrian High Injury Network.
If awarded, the grant funding will be used for project planning, community outreach and public engagement, and preliminary engineering. Completion of these tasks will set the City up to proceed to project design. The City could seek additional funding for design and construction in future SMCTA grant cycles. Given the joint ownership of Peninsula Avenue with the City of Burlingame, and the intent is for both Cities to sponsor the grant application and provide matching funds. Burlingame staff has already secured a supporting resolution from the Burlingame City Council. The total cost of the proposed planning and preliminary engineering tasks for the Peninsula Corridor Multi-Modal Complete Streets Project is $1,500,000. If awarded, the grant requires a twenty-five percent (25%) local match. Staff from the City of San Mateo and City of Burlingame propose to share funding of the local match with San Mateo providing $245,000 and Burlingame providing $130,000, with the grant making up the remaining $1,125,000. The City of San Mateo’s share of the matching funds is higher because the City owns or operates a longer portion of Peninsula Avenue over the limits of the Corridor Study. Staff requests that Council adopt a resolution in support of the grant application and commit to providing the required matching funds if awarded the grant, as required by the Transportation Authority.
BUDGET IMPACT:
The submittal of the grant application has no immediate financial impact. If awarded, the City of San Mateo will commit to providing $245,000 in matching local funds. Staff will allocate $215,000 in already budgeted funds from the Peninsula Corridor Complete Streets (46r029) project with the remaining $30,000 to be budgeted in the 2026-27 fiscal year capital improvement program.
ENVIRONMENTAL DETERMINATION:
Adoption of this Resolution approving a grant application to the San Mateo County Transportation Authority is not a project subject to CEQA, because it is a government fiscal activity which does not involve any commitment to any specific project which may result in a potentially significant impact on the environment. (CEQA Guidelines Section 15378(b)(4).)
