Agenda Number: 12 Section Name: CONSENT CALENDAR Account Number: 10-4662 File ID: 25-10403 TO: City Council
FROM: Alex Khojikian, City Manager
PREPARED BY: Public Works Department
MEETING DATE: October 06, 2025
SUBJECT:

Peninsula Avenue and North Delaware Street Intersection Modification Project — Agreement RECOMMENDATION:

Approve an agreement with Sandis, Inc. for the Peninsula Avenue and North Delaware Street Intersection Modification Project in the amount of $167,940; establish a contingency reserve in the amount of $17,000; and authorize the Public Works Director to execute the agreement in substantially the form presented and issue amendments within the approved contingency amount.

BACKGROUND:

Modifications are proposed for the traffic signal infrastructure at Peninsula Avenue/North Delaware Street/Dwight Road (Intersection) to improve pedestrian safety. The Intersection is located on the border of the Cities of San Mateo and Burlingame where the boundary runs along the centerline of Peninsula Avenue with Burlingame to the north and San Mateo to the south.

The Intersection was identified as a Tier 1 priority intersection in the City’s Local Roadway Safety Plan (LRSP), ranking 7th of the top ten locations. Additionally, it is identified on the City and County Association of Governments (C/CAG) Pedestrian and Motor Vehicle High Injury Network (HIN). Improvements proposed with this project will align with the LRSP’s vision and goals and will include improving signal hardware, providing protected left turns, high visibility crosswalks, corner ramps, curb extensions, and consideration of sidewalk repair (where needed). Additionally, outdated signal infrastructure will be upgraded to current standards.

A Request for Proposals (RFP) for design services for the project was posted to the City bid/proposal page on August 5, 2025. Addendum No. 1 was issued on August 19, 2025. A total of six (6) proposals were received prior to the close of the submittal on August 26, 2025. Based on a review of the proposals, staff selected Sandis as the preferred consultant. In addition to being significantly lower in cost, the Sandis proposal provided important supplemental information about specific design challenges and potential solutions/mitigation. Lastly, Sandis also demonstrated a more comprehensive understanding of the goals of the project in relation to future plans for corridor improvements than the other consultants.

BUDGET IMPACT:

There are sufficient funds available in the Peninsula/Delaware Intersection Safety Improvement Project (46r031) to award this agreement for design professional services in the amount of $167,940 and to establish a contingency reserve of $17,000.
