Agenda Number: 7 Section Name: CONSENT CALENDAR Account Number: 10-6121 File ID: 25-10442 TO: City Council
FROM: Alex Khojikian, City Manager
PREPARED BY: Parks and Recreation Department
MEETING DATE: October 06, 2025
SUBJECT:

Sycamore Tree Pruning – Agreement
RECOMMENDATION:

Approve an agreement with West Coast Tree Service, Inc. for sycamore tree pruning in the amount of $120,756; authorize a 10% contingency of $12,075, for a total amount not to exceed $132,831; and authorize the Director of Parks and Recreation to execute the agreement in substantially the form presented and issue change orders within the contingency amount.

BACKGROUND:

Staff identified 694 mature sycamore street trees throughout the city that need pruning to improve their form and enhance their longevity. A Request for Bids was published on the City's Bid Posting webpage on August 4, 2025. By the closing date of August 18, 2025, the City received six bids, the results of which were as follows: West Coast Tree Service, Inc.: $120,756.00- $174/tree; Davey Tree Experts: $161,008.00- $232/tree; West Coast Arborists: $224,856.00- $324/tree; Professional Tree Care: $267,190.00- $385/tree; California Tree Service: $291,480.00- $420/tree; and A Plus Tree Service- $410,848.00- $592/tree. Staff recommends that the agreement be awarded to West Coast Tree Service, Inc. based on the considerably lower bid amount, their background as a responsible contractor and based on their experience in pruning trees throughout Northern California.

BUDGET IMPACT:

Funding for citywide tree pruning services is budgeted annually through the operating budget of the Park Department Arbor Division. There is sufficient funding in the fiscal year 2025-26 budget to cover the cost of this agreement.

ENVIRONMENTAL DETERMINATION:

This Project is categorically exempt from CEQA as an “existing facility,” because it consists of the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of use. (CEQA Guidelines Section 15301.)

NOTICE PROVIDED
All meeting noticing requirements were met.
