Agenda Number: 10 Section Name: CONSENT CALENDAR Account Number: 10-4662 File ID: 25-10396 TO: City Council
FROM: Alex Khojikian, City Manager
PREPARED BY: Public Works Department
MEETING DATE: October 06, 2025
SUBJECT:
Application for Rubberized Pavement Grant Program – Approval RECOMMENDATION:
Adopt a Resolution authorizing submittal of a grant application for the California Department of Resource Recycling (CalRecycle) and Recovery Rubberized Pavement Grant Program and designating the Public Works Director, or his/her designee, as the authorized signatory for a five-year term to sign the grant documents, including the grant agreement.
BACKGROUND:
In August 2025, staff received notice that Cycle 18 of the California Department of Resource Recycling and Recovery’s (CalRecycle) Rubberized Pavement Grant Program (Grant) was open for application submission. The program provides opportunities to divert waste tires from landfill disposal, prevent illegal tire dumping, and promote markets for recycled- content tire products by encouraging use of rubberized hot mix asphalt (RHMA). Projects that propose to place a minimum of 2,000 tons of RHMA are eligible to apply for the Grant.
The City is currently in the design phase of the Citywide Street Rehabilitation Package 6B-2 Project (Project), which proposes approximately 5,000 tons of RHMA over six street segments. Staff anticipates bidding the Project in early summer of 2026 with construction anticipated to begin in the fall. Given the tonnage of RHMA anticipated to be placed, the Project may be eligible to receive up to $150,000 in Grant funds.
To apply for the Grant, CalRecycle requires a Resolution that authorizes submittal of the Grant application, authorizes a signatory, and identifies the term of the authorizations. The Resolution also authorizes execution of a grant agreement, amendments, and requests for payment necessary to secure grant funds and implement the project.
Therefore, staff recommends City Council adopt the proposed Resolution approving submittal of the Grant application and designating the Public Works Director or his/her designee as the authorized signatory for a five-year term. If CalRecycle approves the City’s request for Grant funding, the funds will go towards the Project.
BUDGET IMPACT:
Authorization of a grant application to CalRecycle Rubberized Pavement Grant Program requires no local match funding or additional expenses from the City. If awarded, this grant will provide funding for the Citywide Street Rehabilitation Package 6B-2 project.
ENVIRONMENTAL DETERMINATION:
This Resolution is not a project subject to CEQA, because it is an organizational or administrative activity that will not result in direct or indirect physical changes in the environment. (CEQA Guidelines Section 15378(b)(5).)
