PREPARED BY: Public Works Department
MEETING DATE: October 06, 2025
SUBJECT:

Wastewater Treatment Plant Immediate Action Projects, Package II — Appropriation RECOMMENDATION:

Adopt a Resolution to authorize an appropriation in the amount of $600,000 from the Sewer Fund reserves to the Wastewater Treatment Plant Immediate Action Projects, Package II in the Capital Project Fund.

BACKGROUND:

The Clean Water Program (CWP) includes significant infrastructure upgrades at the Wastewater Treatment Plant (WWTP).

The WWTP Immediate Action Projects, Package II Project (Project) includes scope to improve the aging solids handling systems at the WWTP, including improvements to the sludge cake pumping system, installation of a sludge cake storage hopper, installation of a new centrifuge, improvements to the anaerobic digester piping, and refurbishments to the chlorine contact tank piping. The Project budget accounts for construction contract costs, engineering services, project management, and construction management services.

The Project has experienced numerous challenges leading to construction delays that have resulted in additional construction, engineering, and management costs and services. The City, Myers, and the Project design team, which consists of Stantec Consulting Services, Inc. and Kennedy Jenks Consultants, Inc. desire to close the Project budget deficit in order to help resolve outstanding issues regarding these delays. Closing the Project budget deficit requires a budget appropriation of $600,000 from the Sewer Fund Reserves to the Project budget account in the Capital Project Fund.

BUDGET IMPACT:

There are sufficient funds available in the Sewer Fund Reserves for this appropriation to the WWTP IAP-2 Project (46T009) in the Capital Project Fund. The appropriation of $600,000 will increase the total project budget to $15,295,372.

ENVIRONMENTAL DETERMINATION:

This appropriation is not a project subject to CEQA, because it is a government fiscal activity which does not involve any commitment to any specific project which may result in a potentially significant physical impact on the environment. (CEQA Guidelines Section 15378(b)(4).)
