MEETING DATE: October 20, 2025
SUBJECT:
Byrne State Crisis Intervention Grant Award and Backfill CSO Position – Approval and Budget Appropriation RECOMMENDATION:
Adopt a Resolution to accept grant funds in the amount of $224,131 from the California Board of State and Community Corrections, Byrne State Crisis Intervention Program (Byrne SCIP); authorize the Chief of Police to execute the grant agreement with the Board of State and Community Corrections and all other necessary grant documents; authorize the addition of 1.00 Full-Time Equivalent Community Service Officer position for the duration of the grant period; and appropriate $82,000 to the Police Department’s fiscal year 2025-26 budget.
BACKGROUND:
The San Mateo Police Department has been awarded a grant from the California Board of State and Community Corrections (BSCC) for the Byrne State Crisis Intervention Program (SCIP). The intent of this grant is to fund a Community Service Officer (CSO) position focused on implementing Project SAFEGUARD (Schools and Families Engaged for Gun Use Awareness and Risk Detection), whereby the CSO will serve as a Threat of Gun Violence Expert. This CSO will work alongside the Police Department’s existing Youth Service Officers to investigate threats of gun violence at schools, lead crisis interventions, conduct ongoing follow-up with youth engaged in threat of violence incidents, connect at risk youth to services as well as coordinate public outreach to raise awareness about extreme risk protection orders and threat of violence prevention. The total grant award is $224,131, to be expended over the course of approximately the next 20 months, with grant activities concluding July 31, 2027.
The application process was highly competitive, and prioritized funding for law enforcement crisis intervention programs and initiatives aimed at reducing gun violence. The grant will provide the salary and benefits for a .75 Full Time Equivalent (FTE) CSO position charged with coordinating and carrying out grant activities. Through engagement and outreach efforts, the CSO will build relationships and facilitate engagement with schools, students and parents related to gun violence prevention.
The assignment of a CSO to perform the tasks funded by the grant will create a vacancy in the Police Department’s current complement of CSOs. Authorization for an additional 1.00 FTE Community Service Officer position is requested for the grant period to ensure there is no loss of service to the community. The grant funds will cover the cost of .75 FTE, and grant activities will comprise 75% of the position’s workload. The other 25% of the workload will be comprised of education and outreach efforts related to preventing the misuse of opioids, with funding for the remaining .25 FTE to come from revenues received from the National Opioid Settlement Agreements. The anticipated opioid revenues are sufficient to cover this expense for the duration of the grant term, and these activities are an eligible use of the opioid funds. Therefore, the addition of this position will have a net-zero budget impact as the cost will be offset by grant reimbursement and opioid settlement funds.

The Police Department plans to staff the position this winter, with a proposed expenditure timeline commencing in December 2025 and concluding in July 2027. The Community Service Officer classification is often a transitional position, with many individuals in this role eventually advancing to sworn Police Officer positions. At the conclusion of the grant term in July of 2027, we anticipate there would be an open CSO position created through normal attrition, and therefore no need for layoff or retention of an unfunded employee. The requested action includes authorizing the addition of 1.00 FTE Community Service Officer position and amending the fiscal year 2025-2026 budget in the amount of $82,000, to reflect the positional costs that will be incurred during the remainder of the current fiscal year.
The Resolution and grant agreement (Attachments 1 and 2) must be approved by the City Council by October 31, 2025, in order to receive the grant. The Police Department looks forward to the opportunity to enhance the depth of services we provide to our community by performing the work funded by the grant.
BUDGET IMPACT:
The requested action includes the addition of $82,000 to the Police Department’s authorized 2025-26 budget, which will be fully offset by grant revenue and opioid settlement revenue, resulting in no net financial impact.
ENVIRONMENTAL DETERMINATION:
This action is not a project subject to CEQA, because it can be seen with certainty that it will not cause a physical change in the environment. (Public Resources Code Section 21065.)
