FROM: Alex Khojikian, City Manager
PREPARED BY: Human Resources Department
MEETING DATE: October 20, 2025
SUBJECT:

San Mateo Police Officers’ Association Memorandum of Understanding — Amendment RECOMMENDATION:

Adopt a Resolution to amend the San Mateo Police Officers’ Association (SMPOA) Memorandum of Understanding (MOU) to include a side letter of agreement outlining guidelines for mandatory training for which Police Officers receive Police Earned Worked Saved (PEWS) hours.

BACKGROUND:

The Police Department and the SMPOA finalized the meet-and-confer process to formalize guidelines regarding the PEWS hours and mandatory training. Police Officers are paid for 80 hours per pay period (2,080 hours/year). Under the rotating 4/11 work schedule, Police Officers work 2,002 hours per year (thirteen 88-hour pay periods and thirteen 66-hour pay periods). As a result of this gap, Police Officers assigned to a 4/11 work schedule will receive PEWS hours and be required to work an additional 78 hours per year designated as mandatory training, including 58 hours of essential training and 20 hours of department essential work.

The PEWS guidelines clearly outline roles, responsibilities, and requirements regarding training and essential work duties.

BUDGET IMPACT:

The recommended amendments for the San Mateo Police Officers’ Association (SMPOA) Memorandum of Understanding (MOU) have no fiscal impact.

ENVIRONMENTAL DETERMINATION:

This Side Letter of Agreement is not a project subject to CEQA, because it is a government fiscal activity which does not involve any commitment to any specific project which may result in a potentially significant physical impact on the environment. (CEQA Guidelines Section 15378(b)(4).)

NOTICE PROVIDED
