7 CITY OF SAN MATEO
RESOLUTION NO. (2025)

APPROVING AN ALTERNATIVE PURCHASING PROCEDURE FOR A THREE-YEAR ENTERPRISE AGREEMENT WITH ENVIRONMENTAL SYSTEMS RESEARCH INSTITUTE, INC. FOR SOFTWARE SUBSCRIPTION, CLOUD SERVICES AND TECHNICAL SUPPORT ($268,200.00)
WHEREAS, the City purchased an Enterprise Agreement (EA) for software subscription, cloud services, and technical support from Environmental Systems Research Institute, Inc. (ESRI) on November 7, 2016, in support of citywide mapping operations; and
WHEREAS, the ESRI EA was renewed for three-year periods on November 4, 2019, and again on October 17, 2022, and continues to serve its purpose in support of citywide mapping operations as intended; and WHEREAS, the 2022 renewal is expiring, and staff have determined another renewal will best serve the City’s operational mapping needs going forward; and
WHEREAS, Municipal Code section 3.60.070(h)(3) provides that the City may use purchasing procedures approved by the City Council if the City Council makes a finding concurrent with the award that the procedures are in the best interest of the City for the particular agreement; and WHEREAS, a three-year Enterprise Agreement with ESRI for software subscription, cloud services, and technical support is in the best interests of the City because these software and services have been fully integrated into the City’s systems and is critical to the City’s operational mapping needs.

NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SAN MATEO, CALIFORNIA, FINDS and RESOLVES that:

1. Approval of an Enterprise Agreement with Environmental Systems Research Institute, Inc. is exempt from CEQA, because it can be seen with certainty that there is no possibility that these software and services may have a significant effect on the environment. (CEQA Guidelines Section 15061(b)(3).)

2. Pursuant to San Mateo Municipal Code section 3.60.070(h)(3), approval of an Enterprise Agreement with Environmental Systems Research Institute, Inc. for the continued use of their software and services is in the best interest of the City because:
a. ESRI software is required to maintain citywide mapping operations and to ensure mission critical applications for City departments function properly; and b. ESRI is the sole provider of the required software, cloud services, and support provided through a three-year Enterprise Agreement; and
c. ESRI has been fully integrated into the City’s systems; and d. A review of vendors and implementation of an alternative GIS platform would be costly and disrupt current City operations.

3. The three-year Enterprise Agreement with ESRI, Inc. in the amount of $268,200.00 is approved.

4. The City Manager is authorized to execute the agreement with ESRI, Inc. on behalf of the City in substantially the form presented.
