SUBJECT:

Establish the Civic Arts Committee as a Standing Commission – Ordinance Adoption RECOMMENDATION:

Adopt an Ordinance to amend the San Mateo Municipal Code to add Chapter 2.22 and amend Chapter 23.60 to change the “Civic Arts Committee” to the “Civic Arts Commission,” establish its powers and duties, implement term limits and update the appointment process to align with other City boards and commissions; and amend 2.22.010 to provide for Council appointment of two non-voting youth advisory members.

BACKGROUND:

On October 20, 2025, the City Council introduced an Ordinance (Attachment 1) to amend the San Mateo Municipal Code to add Chapter 2.22 and amend Chapter 23.60 to change the “Civic Arts Committee” to the “Civic Arts Commission,” establish its powers and duties, implement term limits and update the appointment process to align with other City boards and commissions. The introduction included an amendment to Section 2.22.010 to provide for Council appointment of two non-voting youth advisory members to the Civic Arts Commission. A track changes version of Chapter 2.22 that shows the text added at the October 20, 2025 hearing is included as Attachment 2. The amendments will enhance the structure and effectiveness of the City’s public art program by providing a more formal framework for decision-making, ensuring consistent oversight of civic art projects, and strengthening accountability. If adopted, this Ordinance will become effective 30 days after its adoption.

BUDGET IMPACT:

No budget impact is anticipated as a result of this Ordinance adoption.

ENVIRONMENTAL DETERMINATION:

This Ordinance adoption is not a project subject to CEQA, because it is an organizational or administrative activity that will not result in direct or indirect physical changes in the environment. (CEQA Guidelines Section 15378(b)(5).)
