City Council Priority List Fiscal Year 2025-26 — Progress Report RECOMMENDATION:

Receive a progress report on the City Council Priority List for Fiscal Year 2025-26 and provide any direction to staff if any edits are desired.

BACKGROUND:

The City Council goal-setting process includes a three-step deliberation resulting in adoption of a City Council Priority List, which includes staff’s proposed work plan for each initiative for the upcoming fiscal year. The first step of the process was the City Council Blue Sky Workshop on February 22, 2025. At the workshop, the City Council reviewed the adopted Fiscal Year 2024-25 Priorities, removed completed and operationalized items, reorganized the projected completion timeline for existing priorities, and proposed new priorities to add to the list for Fiscal Year 2025-26. On May 5, 2025, City Council reviewed and formally adopted the Fiscal Year 2025-26 City Council Priority List. Fiscal Year 2025-26 started on July 1, 2025, and ends on June 30, 2026. This report focuses on the progress made from July 1 through October 10, 2025, and estimated progress through the end of the fiscal year.

Staff has made progress on each of the one-year priorities and many of the longer-term priorities or has identified next steps for advancing these initiatives. The following are some examples:
Priority #7 is completed – The Council held a study session and provided policy direction on limiting overnight RV parking, which is now being implemented by the Police Department. Priority #11 is completed – The City Council Code of Conduct was updated. Priority #12 is completed – the Council held a study session on mobile vending and provided direction to staff, which is now being implemented.
Priority #1 is completed – The Council adopted a Resolution documenting its agreed upon pathway toward a Sustainable Building Strategy.
Priority #34 – Staff has made presentations to City Council on the Bellevue and Villa Terrace at-grade crossings, received direction for closures and phased implementation, and is now working on design and funding. Priority #17 – Construction commenced on structural repairs at the Marina Library in August 2025, with completion expected toward the end of 2026.

Fiscal Year 2025-2026 will be the last year with priorities in the 1-Year, 2 to 5 Year, and 5 Years or More categories. In September, the City Council approved its first Citywide Strategic Plan with implementation set to begin on July 1, 2026, Fiscal Year 2026/27. With this new framework in place, the Council will be adopting SMART (Specific, Measurable, Achievable, Relevant, and Timebound) Activities instead of general priorities at the beginning of each year. Each Activity will fall into the category of one of the Council’s Strategic Initiatives, which were developed and agreed upon by Council

and are contained in the Plan. As a result, some of the existing priorities that remain incomplete and are fit for conversion into SMART Activities will be proposed for conversion, while some of the broader and longer-term priorities are absorbed into the Initiatives as well as the Goals identified throughout the Plan. The methods for reporting on progress is outlined in the new Strategic Plan.

Staff recommends City Council review the existing Fiscal Year 2025-26 Priorities and the respective updates and provide direction to staff if any revisions are desired.
