Agenda Number: 6 Section Name: CONSENT CALENDAR Account Number: 20-5154 File ID: 25-10522 TO: City Council
FROM: Alex Khojikian, City Manager
PREPARED BY: Police Department
MEETING DATE: November 03, 2025
SUBJECT:
Digital Analyst Software — Agreement
RECOMMENDATION:
Approve an agreement with Closure Intelligence, Inc., for a digital analyst software platform license for the San Mateo Police Department for a three-year term in the cumulative amount of $150,000; and authorize the Chief of Police to execute the agreement in substantially the form presented.
BACKGROUND:
The Police Department continues to seek innovative tools that enhance investigative capabilities, improve digital evidence analysis, and strengthen public safety outcomes. Increasingly, law enforcement investigations rely on large volumes of digital data from multiple sources such as cellular devices, cloud storage, social media, and other electronic records.
Traditional manual analysis of digital evidence is time-intensive and may cause delay in case Resolution. Closure Intelligence offers a digital analyst software platform designed specifically for law enforcement agencies to accelerate investigations, automate data correlation, and identify patterns and connections across multiple data sets. The Police Department wishes to purchase a subscription to this comprehensive software program.
The Closure product provides advanced analytical tools which will assist investigators in:
Consolidating data from a wide variety of datatypes and various digital sources across 13 languages into a unified, searchable interface.
Automating link analysis, timelines, and relationship mapping between individuals, devices, and locations. Enhancing case collaboration among detectives, analysts, and partner agencies. Improving efficiency and accuracy in complex investigations involving electronic evidence.
The platform’s features will enable the Police Department to increase investigative efficiency in quickly identifying relevant evidence, reducing case backlogs, and support data-driven policing strategies. The platform's secure and multilingual capabilities are designed to streamline workflows and reduce manual effort, making it particularly valuable for agencies dealing with high data volumes and language barriers. Closure Intelligence is compliant with Criminal Justice Information Services (CJIS) requirements, which is essential for protecting sensitive criminal justice information while ensuring national security and safeguarding civil liberties. The technology is already in use by several local law enforcement agencies including the San Mateo County District Attorney’s Office.
Staff recommends entering into an agreement with Closure Intelligence for a three-year term. The cost for the Digital Analyst Platform is $50,000 annually, reflecting a significant discount due to the multi-year commitment. The proposed agreement provides the Police Department with access to the Digital Analyst Platform including software licensing, technical support, and ongoing system updates for the duration of the term.
