Agenda Number: 4 Section Name: CONSENT CALENDAR Account Number: 72-4674 File ID: 25-10506 TO: City Council
FROM: Alex Khojikian, City Manager
PREPARED BY: Public Works Department
MEETING DATE: November 03, 2025
SUBJECT:
2024-25 Sanitary Sewer Root Foaming (South Basin) — Agreement RECOMMENDATION:
Award an agreement to Duke’s Root Control, Inc. for the 2024-25 Sanitary Sewer Root Foaming (South Basin) project in an amount not to exceed $685,565.54; establish a contingency reserve of $70,000.00; and authorize the Public Works Director to execute the agreement in substantially the form presented and issue change orders within the contingency reserve.
BACKGROUND:
The City treats parts of its sanitary sewer collection system with a foam herbicide to control root intrusion as part of the Public Works Department’s Sewer System Management Plan. Root control is one of the methods the City uses to reduce sanitary sewer overflows caused by root blockages, required as part of the 2009 Cease and Desist Order issued by the Regional Water Quality Control Board. The project area limits are west of El Camino Real, south of State Route 92, and north of the border with Belmont. This project will treat approximately 343,000 linear feet of sanitary sewer pipe sizes between four and 30 inches in diameter.
The City advertised this project on September 16, 2025, and bids were opened on October 7, 2025. One (1) bid was received, shown in the table below. The engineer’s estimate is $640,000.00.
Company Name Total Bid Amount
Duke’s Root Control, Inc. $685,565.54
After a review of the bid documents submitted by Duke’s Root Control, Inc., staff determined that the bid is responsive and the bidder is responsible, and therefore recommends awarding the agreement to Duke’s Root Control, Inc.
BUDGET IMPACT:
Sufficient funds are available in the Root Foaming Project (469933) for this agreement and the requested contingency reserve.
ENVIRONMENTAL DETERMINATION:
This project is categorically exempt from CEQA as an “existing facility,” because root foaming for the City’s sanitary sewer collection system consists of the operation, repair, or maintenance of existing public structures involving negligible or no expansion of existing or former use. (CEQA Guidelines Section 15301.)
NOTICE PROVIDED
All meeting noticing requirements were met.
