FROM: Alex Khojikian, City Manager
PREPARED BY: Human Resources Department
MEETING DATE: November 03, 2025
SUBJECT:
Human Resources and Finance Department Request for Additional Positions – Approval RECOMMENDATION:
Adopt a Resolution to add one (1) Full Time Equivalent (FTE) Human Resources Analyst position and one (1) FTE Payroll Technician I/II position.
BACKGROUND:
On July 28, 2025, the City Council approved an updated agreement between the City of San Mateo and the San Mateo Consolidated Fire Department (SMC Fire) for Finance and Human Resources services for a five (5)-year term from August 1, 2025, through June 30, 2030. Among other revisions in the agreement, the City agreed to provide SMC Fire with one (1) FTE HR Analyst and one (1) FTE Payroll Technician I/II to support SMC Fire in Finance and Human Resources services. A third-party consultant conducted a study and recommended an additional two (2) FTE in staffing (for a total of 6 FTEs) to support the SMC Fire contract. These two new positions have since been added to the contract to reflect the service levels needed to meet contract expectations between the City and SMC Fire. In addition, the updated contract factors in the costs for these two positions. Based on the above, staff recommend the City Council authorize these two new positions.
BUDGET IMPACT:
The two positions are not currently in the FY 25-26 budget and will cost approximately $315,000 annually. However, staff does not recommend a new appropriation of funding as the current year cost will be a portion of this amount and the City will be receiving additional revenues from San Mateo Consolidated Fire Department to offset the cost. The full cost of the two positions will be included in the adopted budgets going forward.
ENVIRONMENTAL DETERMINATION:
This Resolution is not a project subject to CEQA, because it is a government fiscal activity which does not involve any commitment to any specific project which may result in a potentially significant physical impact on the environment. (CEQA Guidelines Section 15378(b)(4).)
