FROM: Alex Khojikian, City Manager
PREPARED BY: Police Department
MEETING DATE: November 03, 2025
SUBJECT:
Grant Award Acceptance and Budget Appropriation – Agreement RECOMMENDATION:
Adopt a Resolution to accept grant funds in the amount of $30,000 from the California Department of Alcoholic Beverage Control Law Enforcement Grant Program; authorize the Police Chief to execute the agreement and all other necessary grant documents; and appropriate $30,000 to the Police Department’s fiscal year 2025-26 budget.
BACKGROUND:
The California Department of Alcoholic Beverage Control (ABC) administers a grant program to assist local jurisdictions with increasing safety by addressing alcohol-related harm in the community. The Police Department applied for and has been awarded this grant, which comes with specific criteria for grant activities. The grant funds will enable the Police Department to implement programs such as:
Minor Decoy operations – designed to educate and deter licensed locations from selling/furnishing alcohol to minors
Shoulder Tap operations – used to detect and deter adults who are purchasing alcohol for minors outside of the stores
Informed Merchants Preventing Alcohol-Related Crime Tendencies (IMPACT) Inspections – to educate licensees on alcohol related laws to help reduce alcohol-related crime in and around licensed premises Holiday Enforcement – consisting of enforcement targeting underage drinking, sales/furnishing to minors, sales to obviously intoxicated patrons, and other related violations The grant activities aim to reduce underage drinking and the resultant DUI driving injuries and fatalities, and/or property damages, reduce youth access to alcoholic beverages through the education of licensee, enforcement intervention and the impressions of omnipresence of law enforcement.
The grant requires that a Resolution and grant agreement (Attachments 1 and 2) be approved by the City Council. The Police Department looks forward to the opportunity to enhance the depth of services we provide to our community by performing the work funded by the grant.
BUDGET IMPACT:
The ABC Law Enforcement Grant requires no matching funds, and the Police Department already has all related equipment needed to conduct grant activities. There is no impact on the General Fund and once appropriated, $30,000 in funds will be added to the Police Grant (Fund 200) budget.
