Subject: Cost of parking for proposed Hillsdale redevelopment
I believe this is a low side estimate for the cost to add 3000 parking spaces to the proposed Hillsdale redevelopment project. This is just for your information and nobody asked me to provide this.

Dear City Council, I’ve lived in San Mateo for over 20 years, and I’m writing to share my support for the Hillsdale Reimagined project. Our city is facing a housing shortage, and this project could help to address a significant need.
Building up to 1,670 new homes—both for sale and for rent—would be outstanding and exactly what San Mateo needs. This project gives families and young people more options to stay and grow in our community – yay.
As part of this, building up to 250 affordable homes is a big deal. Teachers, nurses, and service workers—people who make our city run—should be able to live here too. Right now, that’s
pretty difficult. This project adds a mix of homes for all kinds of people, not just those who can afford to buy a house.
It’s great to build housing near Caltrain and on land that’s already developed. Plus, the plan includes shops and open spaces -
will make it a comfortable neighborhood.
I hope you’ll support Hillsdale Reimagined. It’s the kind of project that shows San Mateo cares about housing for all the people of this wonderful city.
Best regards and thank you,
Susan Ketcham

I am glad to hear for the issue I raised in my prior emails has raised staff awareness related to Hillsdale Garden Apt residents and visitors 100 + cars currently parked in Trader Joes and Wells Fargo lots overnight until 12pm the following day.
Where do these cars park during construction which will be several years? Can these cars park in any of the 4963 parking spots after construction? Susan

Hello Martin
My husband and I will be attending tonight's meeting.
Out Attendance will be either virtual
or in -person.
When I speak is it possible to have available showing on the city's screens, positioned at each council seat, the attached (2) JPG pictures. The pictures are numbered for order.
The pictures show the Hillsdale Garden Apt (100 +) residents 'and visitors' cars parked overnight at the Wells Fargo (picture 2) and Trader Joes (picture_ Parking lots.
Most cars leave by 12pm the following day. Begin parking at these lots about 8pm.
Since there is not ample street parking the residents and visitors cars park at these lots.
Where are these cars going to park once construction begins? Where are they going to park once the project is completed?
I understand there will be 2000 parking spaces but will the spaces allow for 100+ cars from the hillsdale garden Apts when completed?

Best Regards,
Susan Rowinski

Greetings,
November 3, 2025
I am very concerned regarding the current lack of planned infrastructure for planned development in San Mateo. There seems to be a lack of restriction due to major oversights
by developers proposed plans. The concerns I have are purely objective:
1. San Mateo does not have schools that would support the student population increase. There are currently
waiting lists for all High, Middle and Elementary Schools throughout San Mateo County. (San Mateo, Aragon, Hillsdale are at capacity) Elementary Schools (Baywood and Highlands) over capacity currently and no space available to build out.
Where will the new schools be located for all the new residents/students? How will they be financed/budgeted?
2. Traffic is at a standstill along the 92 and 101 corridors with additional traffic trying to circumvent the congestion through city streets during peak hours. Anyone living near West Hilldale will attest that additional congestion will result from new compliance regulations from new developments. The impact of Harvest Developments on Campus
Drive (290 Residential Units) and proposed development at the site of Tesla Go pro site
on Clearview Way (222 units). CSM Dormitories proposed (316 Units).
The Traffic Study performed for Harvest Properties was done during the peak of COVID Lockdown which INVALIDATES the study. The study needs to be done with current traffic conditions and the council should require it.
3. Parking - Each new home condo adds at least 2 and up to 4 vehicles to each residence. Developers do not appear to consider this factor but appear to maximize home sale and minimize amenities such as parking spaces for each home and visitors in high density housing.
Fantasy Commutership by developers - Traffic studies for developers use the bus, train and bikes and other means as a percentage of commuters in studies when actual alternative
ridership for San Mateo do not support the assertion. San Mateo residents use cars and trains for transportation. Some kids use the bus but parents drive their kids to school every day.
I am not anti-development for San Mateo but I do expect the city council to provide leadership for it to be done responsibly with limits to scope and size. There should be additional input from an area greater than 1000 ft from a proposed development project (who drafted that city or state requirement). This should be changed as citizenry being greatly affected must be allowed a voice for input for development.
SB 330 and the recent passing of height limits in San Mateo for the purpose of compliance with state limits seems to have opened Pandora's box.
The Council still retains the ability to limit scope and height of proposed projects during proposal reviews. Objective concerns should be part of the Council's remedies for proposed projects in order to assure the quality of living in San Mateo remains at a high standard.
