Agenda Number: 7 Section Name: CONSENT CALENDAR Account Number: 10-2311 File ID: 25-10538 TO: City Council
FROM: Alex Khojikian, City Manager
PREPARED BY: Human Resources Department
MEETING DATE: November 17, 2025
SUBJECT:

Increase Wages to Comply with City of San Mateo Minimum Wage Regulations — Approval RECOMMENDATION:

Adopt a Resolution to provide an increase in compensation to ensure compliance with City of San Mateo Minimum Wage regulations, effective January 1, 2026.

BACKGROUND:

The City of San Mateo’s Minimum Wage Ordinance, San Mateo Municipal Code section 5.92.020(d), states that “Beginning on January 1, 2020, and each January thereafter, the minimum wage shall increase by an amount equal to the prior year's increase, if any, in the Consumer Price Index (CPI) for San Francisco-Oakland San Jose as determined by the United States Department of Labor.” The ordinance specifies a maximum annual increase of up to 3.5% based on an August to August change in the CPI, and states that a decrease in the CPI shall not result in a decrease in the minimum wage. The difference in the CPI from August 2024 to August 2025 was 2.5%. In addition, there was a 1.0% increase due to the CPI carry over (City of San Mateo Municipal Code section 5.92.020(d)) from previous years, which brought the CPI increase to the allowed CPI maximum of 3.5% per the code. Because the minimum wage is currently $17.95/hour, the minimum wage will be $18.60/hour for the City of San Mateo effective January 1, 2026.

As a result, staff recommend increasing the hourly wages for the following per-diem classifications to ensure compliance:
Library Aide I PDM (job code 9815)- $18.60/hour - $22.17/hour Library Aide II PDM (job code 9818)- $20.46/hour- $24.39/hour Police Cadet PDM (job code 9405)- $18.60/hour
Student Assistant PDM (job code 9903)- $18.60/hour
In order to maintain internal equity and market competitiveness, staff recommend increasing the hourly rate for the Library Aide II (flexibly staff classification) as follows: $20.46/hour - $24.39/hour BUDGET IMPACT:

The proposed minimum wage increase affects only a small number of per-dem employees and is not expected to have a significant fiscal impact. Any additional costs can be absorbed within existing departmental budgets, and no additional appropriation is necessary. Future budgets will be adjusted to reflect the updated minimum wage rate.

ENVIRONMENTAL DETERMINATION:

This Resolution is not a project subject to CEQA, because it is a government fiscal activity which does not involve any commitment to any specific project which may result in a potentially significant physical impact on the environment. (CEQA Guidelines Section 15378(b)(4).)
