Agenda Number: 11 Section Name: CONSENT CALENDAR Account Number: 10-1311 File ID: 25-10606 TO: City Council
FROM: Alex Khojikian, City Manager
PREPARED BY: City Manager's Office
MEETING DATE: November 17, 2025
SUBJECT:
Emergency Management Staff Training and San Mateo County Measure K Grant — Agreement RECOMMENDATION:
Approve a purchase order with the California Governor’s Office of Emergency Services for an Emergency Management Concepts training in the amount of $50,746.68; approve a Measure K grant agreement with San Mateo County in an amount not to exceed $51,224.01; and authorize the City Manager to execute both documents as reasonably appropriate.
BACKGROUND:
Item 21 of the Fiscal Year 2025/26 City Council Priority List is high-priority and states “enhance city-wide disaster response and emergency preparedness”. Staff identified a four-day training and coordinated with the California Governor’s Office of Emergency Services (Cal OES) to have it in San Mateo in December. The course, Emergency Management Concepts, is one of the top emergency management trainings offered in California. It provides participants with a clear, hands-on understanding of how an Emergency Operations Center functions during an incident and includes a realistic, exercise that mirrors the coordination and pace of an actual activation; 35 San Mateo staff will attend the training in December, as will a few staff from SMCFD, Foster City, and Belmont to allow for better cross-jurisdiction coordination. The County of San Mateo has generously offered a grant, not to exceed $51,224.01, to pay for the costs incurred from the Emergency Management Concepts training ($50,746.68), and for light refreshments ($477.33). The County Board of Supervisors will likely approve the allocation of these Measure K funds at their November 18 Board meeting. This report seeks City Council authorization to approve a purchase order with Cal OES, the form of which will be prepared by City staff, and accept the Measure K funds once the Board of Supervisors allocates them on November 18, 2025.
The course will be held December 8 to December 11, 2025 in San Mateo.
BUDGET IMPACT:
No fiscal impact is expected from the Emergency Management Concepts training since the County of San Mateo Measure K grant funds will reimburse the City for costs incurred as part of the course and light refreshments, up to $51,224.01.
ENVIRONMENTAL DETERMINATION:
This item is not a project subject to CEQA, because it is an organizational or administrative activity that will not result in direct or indirect physical changes in the environment. (CEQA Guidelines Section 15378(b)(5).)
